Phantom Route Rumor Review resolves a row from 幻路线传言案卷.

The rite does not prove the route existed. It decides how production handles a visible absence before another reader spends it as promise, delivery, concealment, or betrayal.

Exit requirements

The rite can close only when phantom route state, claimant or reader state, proof anchor state, one cost surface, and one future route or reader effect are all visible.

The rite fails if it returns a generic resolution, lets compensation become delivery proof, hides the excluded reader, or triggers from fixed timing, raw rumor count, dashboard state, or lens health.
