Recourse Priority Hearing / 追偿优先级听证
Recourse Priority Hearing is an assignable management rite for deciding what happens after a guarantee has moved and a payer claims recovery.
The rite is not a second underwriting choice. Underwriting asks who absorbs a future call. Recourse priority asks whether the payer can now collect from a target, whether another claimant is barred, whether the target is substituted, and which future route carries the scar.

substitute_collateral: <replacement target or none>The player must see both the recovery target and the claimant who will be barred before choosing. A famous handler cannot satisfy the rite without priority proof or an explicit absence.

Branch A — Honor payer priority
The player accepts the payer’s first claim and lets the recovery target be collected.

The player preserves public legitimacy by forcing a sponsor, archive, or editor claim behind public receipt, fan oxygen, witness oath, or unauthorized history.

The player prevents seizure of the original target by posting a different resource: schedule lane, edit reserve, handler time, sponsor escrow, legal seal, fan pool, facility access favor, or route asset.

The player lacks docket, proof, handler, target access, or public witness; hides the row; or lets a faction sweep first.

Every resolution must record:

- at least three counter or durable-state deltas;
- one future route effect.
A successful priority hearing may reduce payer hostility or prevent default, but it must scar a target, bar a claimant, expose a public route, or consume substitute collateral.
Failure pressure
If no credible priority ruling exists, the rite should not disappear. It should arm 追偿扫场违约, expose absence, or convert the row into recovery-only play.
Recovery is allowed only through higher collateral, public restitution, appeal, facility reroute, route-asset rescue, or a later counterclaim that preserves the scar.
