A later desk now wants to close the row, clear recovery inventory, release a route, certify a makegood, file a lawful annex, or mark public memory served.
Beat 2 - The discharge claim is separated from the claim row
The discharge is not the same object as the claim. The docket must show what was claimed, who owned it, what proof or payment discharges it, which scope is being released, which reader will consume the release, and who remains harmed or owed.
Beat 3 - Review prices the discharge
Run Blackout Residue Discharge Review. The player chooses whether the discharge is scoped, public, sponsor-carried, lawful, route-stubbed, split, quarantined, or false-clean.
Beat 4 - Future play consumes discharge state
Later routes read residue_discharge_state_after, not blackout_residue_closed. A sponsor reader may accept makegood discharge while public readers still require notice. A route asset may reopen only with stub conversion. A lawful reader may accept annex discharge while broadcast reality keeps contradiction pending.
