The old stamp state remains true. This packet does not relitigate whether the first stamp movement happened.

Beat 2 - A later reader spends the stamp

A sponsor package, archive release, lawful notice desk, public proof table, receipt printer, route asset, management report, recovery lane, or ending gate cites the old stamp as proof that the claimant has been served, represented, or waived.

Beat 3 - Review separates stamp custody from afteruse scope
