A prior release may be lawful_only, public_only, split, conditional, refused, mis_stamped, released_with_scar, or recovery_only. The old state remains true. This packet does not relitigate whether the original release should have happened.

Beat 2 - A later reader spends the stamp

A later system cites the release as proof that a route asset, facility room, proof object, public receipt, schedule lane, handler time, fan oxygen pool, or legal seal is clean enough for a new use.

Beat 3 - Review separates release from future scope
