Broadcast Dividend Claim Ledger is the route-economy card for the moment after a broadcast, correction, memorial, public receipt, lawful conversion, or route-asset rescue succeeds well enough to create a positive surplus.

Storyteller already tracks debts, defaults, custody gaps, and hostile claims. This card records the opposite pressure: a victory produces usable value, and every faction wants to define what that value means.

A dividend is not only money. It may be audience patience, public receipt momentum, sponsor uplift, lawful goodwill, edit-lane credit, fan oxygen surplus, route-asset trust, staff morale, archive compliance credit, or temporary schedule slack.

When this card appears

Create or update this ledger when all of the following are true:

1. a prior branch produced measurable relief, not only prevented failure;
2. the relief can be spent, allocated, hoarded, converted, claimed, or captured;
3. at least two claimant families can plausibly demand different uses of the surplus;
4. at least one route asset, follower, proof object, license class, future rite, or crisis ticket would change based on allocation;
5. a default claimant can capture the surplus if the producer does not assign it.

This card is never created from a fixed turn number, day interval, chapter quota, raw content count, lens-health state, or generic victory label.

Dividend pool types

Pool	Meaning	Required playable consequence
audience_trust	Viewers give the producer one more believable correction.	Can reduce audience instability or unlock a public route; misuse raises public distrust.
sponsor_uplift	Sponsor sees value in the successful broadcast.	Can fund a route or schedule bridge; capture/clean-package risk rises.
fan_oxygen_surplus	Fan mutual-aid has extra legitimacy or oxygen credit after a visible win.	Can protect a public witness or pay a harmed claimant; unpaid use creates resentment.
lawful_goodwill	Inspector/archive authority grants temporary procedural patience.	Can buy a lawful buffer; using it for private capture raises bureau debt or public distrust.
edit_lane_credit	Cutroom credibility or checksum capacity improves.	Can stabilize a copy; overuse raises edit debt and source ambiguity.
route_asset_momentum	A protected asset becomes easier to use once.	Can unlock a follow-up assignment; rival claimants may capture the win.
staff_morale	Handlers, runners, proxy staff, or artists trust the production desk more.	Can reduce burden or recruit/retain a proxy; spending it on sponsor cover causes hostility.
schedule_slack	The broadcast bought a little time.	Can delay a crisis or recovery action; hoarding it arms default capture.
archive_compliance_credit	Prior compliance makes the archive less hostile once.	Can narrow inspection heat; false-clean use raises later enforcement severity.

Playable promise

The ledger is playable only if a rite can spend the pool into a concrete branch. It is invalid as a celebration card.

A valid spend must record:

• the source success that created the dividend;
• the dividend pool and amount/class;
• at least two claimants with incompatible demanded uses;
• the selected allocation;
• one relief;
• one cost;
• one unpaid or captured claimant state;
• one future route, asset, follower, license, proof, or crisis-ticket effect.

Non-goals

• Not a generic reward chest.
• Not passive income.
• Not a balancing dashboard.
• Not a morale-only flavor scene.
• Not a fixed-turn victory bonus.
• Not a free way to erase debt, custody scars, legality mismatch, proxy exposure, or coalition pressure.
• Not valid unless allocation changes future playable state.
