Broadcast Dividend Allocation Hearing / 播出盈余分配听证

Broadcast Dividend Allocation Hearing is the management rite that spends a real victory surplus before another faction captures its meaning.

The rite asks: after the broadcast has created usable surplus, does the producer reinvest it into a route asset, pay a harmed claimant, seed a public reserve, buy lawful buffer, let sponsor harvest the value, protect staff/proxy capacity, hold producer reserve, or let a default claimant narrate the win?

Offer condition

Offer this rite only when 播出盈余认领账本 exists and all of the following are true:

1. source_success records a prior branch with relief that remains true;
2. dividend_pool has a spendable class or amount;
3. at least two claimants demand incompatible uses;
4. at least one future route asset, follower/proxy, proof object, license class, crisis ticket, or ending scar can change;
5. a default claimant is known if the pool is left unallocated.

Do not offer from fixed turn number, day interval, chapter quota, raw content count, or lens-health state.

The rite fails validation if it spends a dividend without recording who is unpaid or who captures the surplus by default.

The rite is invalid if a branch only awards generic money, mood, or score while future state remains unchanged.

Character pressure

• Han Yanshuang can buy lawful buffer or archive patience, but bureau debt and public coldness remain.
• Shen Luo can harvest sponsor uplift into budget or slot relief, but contract capture rises.
• Yu Lan can turn surplus into public reserve or fan witness legitimacy, but official heat and retaliation rise.
• Baiya can turn edit-lane credit into a safer follow-up cut, but source ambiguity or edit debt remains.

Non-goals

• Not a passive reward screen.
• Not an abstract economy tick.
• Not a cleanup for insolvency, legality, custody, coalition, or proxy scars.
• Not valid without at least two claimant rows, allocation choice, costed success, and future route or asset mutation.
