Broadcast Legality Docket / 播出合法性案卷

Broadcast Legality Docket is the route-asset card for a useful proof, person, cut, permit, public receipt, or custody object that can no longer be used in any broadcast channel as if all channels were equivalent.

It records not only who claims the asset, but which channel can legally carry it next: corporate schedule, inspector/archive seal, public receipt, pirate relay, editor-safe cut, sponsor-safe package, quarantine, or recovery-only use.

When this card appears

Create or update this card when all of the following are true:

1. a route asset, proof object, voice/memorial copy, edit source, witness, permit, fan receipt, or archive docket already exists;
2. the asset has a desired next use in a broadcast, correction, appeal, memorial, contract, public receipt, or route unlock;
3. the current legality class does not cleanly match the desired use;
4. at least one authority can contest the channel: inspector/archive, sponsor/manager, editor/black-box, public witness, fan ledger, pirate relay, artist boundary, or production license desk;
5. at least one future rite or route option can be unlocked, blocked, narrowed, made public-only, made lawful-only, made sponsor-safe, or forced into recovery-only.

This card is never created by fixed numbered turn, day count, raw content count, or lens-health state.

Legality classes

Class	Meaning	Required consequence
unlicensed	The asset is real but cannot be used in recognized broadcast.	Corporate/legal rites reject it unless converted, quarantined, or aired illegally.
lawful_broadcast	License and required mirror rights match the intended use.	Recognized route use unlocks; at least one cost or claimant pressure remains.
lawful_only	Inspector/archive can admit it but public or sponsor use is constrained.	Legal route unlocks; public, sponsor, or edit branch becomes costlier.
public_receipt_only	Public witnesses accept it but formal schedule does not.	Public route unlocks; corporate, sponsor, or inspector pressure rises.
pirate_signal_only	Pirate relay can air it but it is illegal or unstable elsewhere.	Unauthorized route unlocks; contempt, seizure, or blackout risk rises.
editor_safe_cut	It can be broadcast as a cut/checksum/redaction, not as raw truth.	Continuity improves; source ambiguity, edit debt, or public distrust remains.
sponsor_safe_package	Sponsor/manager can package it as clean or fundable.	Immediate schedule relief improves; contract capture or public distrust rises.
mirror_right_mismatch	License exists but lacks near, exit, staging, or naming right.	Desired action is blocked or must be retrofitted with debt.
quarantined	It is held out of current broadcast to prevent fraud or harm.	Risk decreases; route access becomes delayed, lawful-only, or recovery-only.
recovery_only	It cannot unlock clean action until repaired, appealed, or replaced.	Future use requires a recovery rite, exchange, appeal, or public counterproof.

Playable use

The card is playable only if a rite checks both asset_state_before and current_legality_class. A route asset cannot be accepted only because it is recruited or protected; it must also match the channel demanded by the intended rite.

Examples:

• a public memorial copy can unlock a public counter-receipt while failing a corporate schedule use;
• an inspector-sealed copy can unlock an appeal while making fan/public use colder;
• an editor-safe cut can stabilize an audience but preserve source ambiguity;
• a sponsor-safe package can save a slot while capturing future naming or ending rights;
• a pirate-only signal can rescue a route now while arming contempt and seizure pressure.

Non-goals

• Not a generic legal document.
• Not a claimant-priority card; that is handled by Claimant Collision Docket.
• Not a proof inventory; source proof still belongs to proof-burden and custody surfaces.
• Not a clean legalization button.
• Not a fixed-turn or chapter gate.
• Not valid unless future playable acceptance, blocking, narrowing, or recovery cost changes.
