Broadcast Legality Conversion / 播出合法性转轨线

Broadcast Legality Conversion is the pressure storyline for a route asset that is valuable enough to use, but whose current channel legality does not match the next broadcast action.

The asset may be true, public, loved, protected, paid for, or already useful. None of that means it can be aired through a corporate schedule, correction slot, memorial stage, sponsor package, inspector appeal, editor cut, public receipt, or pirate relay without changing what it becomes.

Why this is the next useful expansion

The current mesh already handles custody, proof burden, claimant collision, route-asset seizure, memorial-air cross-examination, and broadcast insolvency. The remaining design gap is channel legality after success.

Without this storyline, a public receipt can accidentally unlock a corporate route as if it had a license, a sponsor-safe package can erase public witness legitimacy, an editor-safe cut can masquerade as raw proof, or a lawful-only inspector copy can silently suppress fan and pirate routes. Broadcast Legality Conversion makes those differences playable.

This is not a new content lane for volume. It is a route-state conversion layer: the same asset changes future accepted rites depending on whether it becomes lawful, public-only, pirate-only, editor-safe, sponsor-safe, quarantined, or recovery-only.

Primary playable question

When a route asset is useful but channel-mismatched, does the producer:

• petition for lawful broadcast or lawful-only appeal;
• retrofit near, exit, staging, or naming mirror rights;
• publish a public counter-receipt;
• cut an editor-safe version;
• accept sponsor bridge packaging;
• quarantine the asset until clean;
• air illegally and accept contempt?

Every answer must alter future route acceptance, not only counters or flavor.

State-triggered entry

Open this storyline only when all of the following are true:

1. a stable route asset, proof object, witness, permit, edit copy, public receipt, memorial/voice copy, or archive docket exists;
2. the asset has a current legality class or an explicit absence of one;
3. the player has a desired next use that requires a different channel class, license slot, mirror right, seal, public anchor, sponsor waiver, checksum, or witness protection;
4. at least two authority families can contest or alter the conversion;
5. at least one future rite, route option, card state, or cost will change after conversion;
6. a Broadcast Legality Docket can be created or updated.

Do not open this storyline from fixed numbered turn, day count, chapter quota, raw content count, lens-health state, or generic post-crisis label.

Core cast and functions

• Han Yanshuang can create lawful or lawful-only conversion through seal, oath, quarantine, bureau debt, or inspector heat.
• Shen Luo can retrofit mirror rights, sponsor waiver, clean packaging, or manager bridge while increasing capture and complicity pressure.
• Baiya can make an editor-safe cut, checksum, redaction, or continuity version while preserving edit debt and source ambiguity.
• Yu Lan can publish public counter-receipt, historian note, fan-facing witness chain, or pirate-adjacent proof while increasing exposure and official heat.

No character may turn an asset clean by presence alone. They must provide a bridge, and the bridge must leave cost.

Storyline sequence

Beat 1 — Useful asset hits channel mismatch

A route asset tries to enter a broadcast channel that does not accept its current legality class.

Valid examples:

• a fan oxygen receipt can support public truth but not a licensed memorial stage;
• a pirate relay can keep a route alive but not satisfy corporate correction;
• an inspector-sealed copy can be used in appeal but not sponsor packaging;
• an editor-safe cut can stabilize audience continuity but not prove raw custody;
• a sponsor-safe package can save a slot but makes public receipt suspect;
• a memorial-air copy has public grief legitimacy but lacks exit or staging right;
• a protected witness can testify publicly but lacks near-right or safety cover for intimate route use.

Beat 2 — Legality docket becomes visible

Create or update 播出合法性案卷. The docket must name the asset, current class, intended use, required channel, required license slot or mirror rights, live claimants, blocked or costlier future choices, and conversion offers.

A vague legal issue is insufficient. The docket must identify which future channel rejects or narrows the asset.

Beat 3 — Conversion hearing

Offer 播出合法性转轨听证. The player selects one branch:

• lawful slot petition;
• mirror-right retrofit;
• public counter-receipt;
• editor-safe cut;
• sponsor bridge package;
• quarantine until clean;
• illegal airing.

Beat 4 — Asset acceptance table changes

The chosen branch must change which future routes can accept the asset.

Examples:

• lawful_broadcast unlocks recognized schedule use but may lose public warmth;
• lawful_only unlocks appeal while public memorial route becomes costlier;
• public_receipt_only unlocks fan/historian route while corporate route is blocked or costly;
• pirate_signal_only rescues unauthorized route but arms contempt;
• editor_safe_cut unlocks continuity route while raw-proof use remains blocked;
• sponsor_safe_package unlocks funded route while public/artist routes become hostile or distrustful;
• quarantined or recovery_only delays the route while reducing fraud or contempt.

Beat 5 — Contempt or scarred continuity

If conversion is lawful, public, editorial, sponsor, or quarantine based, the asset remains usable with scarred limits.

If the player uses the asset in a mismatched channel, 未授权路线资产藐视 fires or becomes armed. The event may still preserve a route, but it must also narrow future use, raise heat, fold a slot, arm seizure, or force recovery-only play.

Missability and recovery

This storyline is missable when the player treats channel legality as flavor.

Missed states:

• legality_class_absent;
• mirror_right_mismatch_ignored;
• public_only_used_as_lawful;

• pirate_signal_used_as_corporate_broadcast;
• quarantine_breached;

Recovery is allowed only through visible cost:

• lawful appeal with inspector heat;
• mirror-right retrofit with contract capture;

• replacement asset with weaker future acceptance;
• recovery-only rite with explicit cost.

Integration notes

• With 认领撞锁, claimant priority may determine who can attempt conversion first, but priority does not guarantee channel legality.
• With 举证负荷再分配线, converting legality can assign continuing burden to a legal, public, editorial, sponsor, or production holder.
• With 纪念空气链质询线, an air chain can survive interrogation but still become lawful-only, public-only, editor-safe, or contempt-flagged.
• With 播出破产账本线, legal conversion may spend a slot or payment capacity and create unpaid future debt.
• With 路线资产扣押播报, seizure can create channel mismatch, and illegal conversion can provoke seizure.
