Claimant Briefing Docket / 认领告知案卷
Claimant Briefing Docket is the durable card for a crisis where the producer must decide who is told first before a public correction, edit, custody transfer, stabilization handoff, route-asset release, or witness exposure.
The card does not ask who owns the final version. It records who receives advance knowledge, what they can do with that knowledge, who is excluded, and which preemption or leak becomes armed.
When this card enters hand
Create or update this docket when all of the following are true:
- a pending action will materially affect at least two claimant families;
- advance notice would let at least one claimant preempt, injunct, leak, fund, edit, retaliate, or protect;
- another claimant can be harmed by being briefed late or not briefed;
- there is a proof anchor, embargo term, handler, or explicit absence that controls whether the briefing is credible;
- the result can mutate future route access, public legitimacy, inspection heat, sponsor pressure, witness safety, artist trust, fan oxygen, or cutroom priority.
The card must never enter hand from a fixed numbered turn.

- Sponsor notice can buy time, fund an edit, or seize wording, but can arm private capture and public distrust.
- Inspector notice can make proof admissible, but can arm lawful injunction, quarantine, and bureau debt.
- Fan or public notice can block private capture, but can arm panic, retaliation, witness exposure, or sponsor stop-loss.
- Artist or witness notice can preserve consent and safety, but can delay airing or produce refusal.
- Editor or archive notice can make the action legible, but can capture source custody or harden a single version.
- No notice can keep immediate pressure quiet, but arms a leak/default actor.
Branch-ready states
