Failure State Arbitration Docket / 失败态裁定案卷

Failure State Arbitration Docket is the card that appears when several valid failure states are live at the same time and the producer must decide which one becomes the official broadcast reality.

It is not a generic crisis list. Each row is a failure claimant with a right to narrate the next broadcast unless the player carries, converts, masks, publishes, freezes, or sacrifices that failure.

Design gap covered

The current mesh can already create insolvency, drift, sponsor capture, inspection heat, public instability, coalition locks, route asset capture, stabilization liability, and blackout pressure. The missing playable object is the arbitration docket that shows collisions between those failures before one of them quietly becomes canon.

Without this card, late pressure collapses into invisible priority order. With this card, the player sees the collision and chooses the scar.

Entry state

Create this card only from live state:

entry_state:
  trigger_kind: state_pressure
  failure_claim_rows_min: 2
  official_reality_slot_available: true
  rows_conflict_over_same_broadcast_or_route_asset: true
  at_least_one_row_can_harden_if_unselected: true
  no_fixed_turn_trigger: true

Valid source rows include:

  • legal exposure from inspector, archive, mandate, audit, or white-glove claim;
  • public stability breach from audience floor, fan oxygen, public receipt, or pirate relay;
  • route asset capture from archive, sponsor, editor, claimant, witness, or field logistics custody;
  • broadcast insolvency default;
  • adverse coalition lock;
  • stabilization liability recall;
  • black-screen or schedule failure.

Required row shape

Every docket row must record:

failure_claim_row:
  row_id: <stable id>
  source_surface: <storyline/mechanic/card/event>
  claimant: inspector | archive | sponsor | editor | fan_public | artist | witness | pirate | route_claimant | blackout_system | public_audience | split
  failure_kind: legal_exposure | public_stability | route_asset_capture | insolvency_default | coalition_capture | stabilization_recall | blackout_fold | equivalent
  target: <broadcast slot, aired version, route asset, proof object, public receipt, person, facility room, or archive copy>
  demanded_reality: <what this claimant says is true if they narrate first>
  relief_if_selected: <pressure reduced or harmed truth preserved>
  cost_if_selected: <who pays, who is exposed, what route becomes harder>
  hardening_if_unselected: <captured, hostile, lawful_only, public_only, sponsor_only, blackout_pressure_up, recovery_only, contradiction_pending>
  public_visibility: hidden | internal | docketed | public | broadcast
  proof_or_absence: <proof id or explicit_absence>

The card fails its own purpose if a row only says bad ending, pressure up, lawsuit, fan anger, or route blocked.

Player-facing promise

When the docket is offered, the producer should understand three things immediately:

  1. at least two failures are already valid;
  2. only one can be carried as the official explanation without creating contradiction;
  3. every uncarried failure mutates into a remembered scar instead of disappearing.

Allowed arbitration postures

The card supports these selected postures:

  • carry_legal_failure — accept lawful exposure to protect public stability or route custody;
  • carry_public_failure — publish public instability to block private or legal capture;
  • carry_custody_failure — concede a route asset scar to protect the broadcast or person;
  • convert_to_sponsor_failure — make a private contract absorb the immediate damage;
  • split_public_lawful_record — keep two records alive with explicit future contradiction;
  • freeze_failure_slot — quarantine the collision and make later recovery costlier;
  • false_clean_default — player hides or under-specifies the collision and the strongest claimant narrates first.

Deltas expected on resolution

At least three counters or durable states should move:

  • official_failure_slot
  • legal_exposure
  • public_stability
  • route_asset_pressure
  • broadcast_reality_drift
  • inspection_heat
  • sponsor_stop_loss_pressure
  • contract_capture
  • archive_debt
  • public_receipt_legitimacy
  • public_receipt_distrust
  • audience_stability
  • fan_oxygen_resentment
  • source_ambiguity
  • black_screen_pressure
  • future_recovery_cost

Miss and hardening

If the docket is ignored, hidden, or resolved without naming the carried failure and the uncarried scar, the strongest claimant becomes the default narrator. The result must be visible as captured custody, public-only record, lawful-only record, sponsor-only record, blackout fold, hostile route asset, contradiction pending, or recovery-only state.

Non-goals

  • Not a turn-count escalation card.
  • Not an ending-only bad-state list.
  • Not a generic risk dashboard.
  • Not a clean cancellation button.
  • Not a way to erase existing insolvency, drift, coalition, stability, or custody scars.
