Operator Dissent Export Docket is the state card for the moment after 操作员证词合议线 preserves a minority or dissenting operator row and a later desk wants to export it into recap, route proof, lawful annex, sponsor package, access-caption reliance, or broadcast reality.

The card exists because preserving dissent inside the hearing is not enough. A minority row can be cited out of context, stripped of witness protection, priced as a payroll burden, or converted into a convenient one brave staffer said so proof. This docket keeps export custody separate from the original conclave result.

Invalid shortcuts

The card must not allow:

• a preserved dissent row to become universal source truth;
• a public addendum to expose the operator without protection or payroll cost;
• sponsor or management to quote only the useful fragment of dissent;
• a lawful-only minority row to become public consent;
• proof burden to move onto the operator by default;
• an archive seal to hide the harmed reader;
• a route asset to cite dissent without source conclave context;
• default entry from fixed turn, day/week, raw operator count, dashboard, or lens health.
