Operator Dissent Export Custody is the downstream pressure-system storyline for a minority operator row after it survives 操作员证词合议线.

The current corpus now knows how to seat conflicting operators and how to stop relay chains from washing scars clean. The next playable seam is narrower and more dangerous: once an inconvenient dissent row exists, another desk can quote it outside the conclave. The quote may help public truth, but it can also expose the operator, dump proof burden onto a witness, or convert a scoped warning into universal proof.

The dramatic question is:

When a preserved operator dissent is exported, does the producer carry source context, protection, scope, and proof burden with it—or let a clean extract become the new lie?

The remaining hole is export custody. A dissent may be preserved in the conclave, yet later be quoted by sponsor, management, archive, lawful desk, public recap, route claimant, or broadcast reality without its cost package. This storyline makes that export playable.

The storyline fails if entry comes from fixed sequence position, raw number of operators, generic legal/PR phase, relationship score, dashboard state, lens-health state, or management pressure without a future reader.

Storyline spine

Beat 1 — A dissent survives the conclave

A prior branch preserves an operator’s minority row, splits readers, publishes a contradiction addendum, seals a row lawful-only, or summarizes a conflict with explicit scar. The row remains usable but not yet portable.

Beat 2 — A later desk asks to export it

A public recap, sponsor defense, lawful annex, archive note, route claimant, access-caption reliance proof, management metric, correction slot, or broadcast-reality patch asks to quote the dissent.

Examples:

• a sponsor wants to quote 楼刻’s access-caption warning as proof that everyone had notice;
• management wants 陆纷’s scarred clip fragment to prove staff transparency;
• archive wants 岑回’s late backflow row as lawful-only receipt while hiding the public harm;
• a route claimant wants the dissent to replace the original source row;
• broadcast reality wants the minority row as a patch without paying witness protection.

Beat 3 — Export custody is reviewed

Create 操作员异议导出案卷 and run 操作员异议导出复核. The player chooses how much context, protection, scope, and proof burden travel with the dissent.

Beat 4 — Branch result mutates operator and future reader

A valid result changes both the operator state and the future reader/route state. The dissent can help a route, but never becomes universal clean proof.

Beat 5 — Default hardens false citation

If a desk exports the helpful fragment without docket, source conclave context, operator protection, citation scope, or proof-burden holder, 异议摘录误归属默认 fires or arms.

No branch may make the dissent clean for public, lawful, sponsor, archive, access-caption, route asset, management report, protected-witness payroll, and broadcast reality at once.

Character and desk hooks

• 楼刻’s dissent may protect access readers, but citation without access scope exposes him and erases the harmed reader.
• 陆纷’s clipped dissent may help public recap, but the clip must keep source context and scar tags.
• 岑回’s backflow dissent may narrow an all-clear, but late receipt cannot become universal consent.
• Yu Lan can contextualize a public addendum, increasing public truth while raising exposure and sponsor pressure.
• Han Yanshuang can seal export lawful-only, preserving evidence while delaying public repair.
• Baiya can attach checksum/context, but edit proof does not pay protection or assign proof burden.
• Shen Luo can reduce sponsor pressure by scoped export, but sponsor-only use must remain named.
