Dissent Extract Misattribution Default / 异议摘录误归属默认

Dissent Extract Misattribution Default fires or arms when a preserved operator dissent is exported as a clean extract without custody, protection, source context, citation scope, or proof-burden holder.

The default is not punishment flavor. It records a durable false citation that future routes can consume as scar, cost, block, hostile operator state, recovery-only proof, or ending pressure.

The event fails if it says only bad quote, PR mistake, operator unhappy, or public backlash.

The immediate relief is allowed, but it must be visibly purchased by later scar.

Recovery hooks

Recovery requires visible cost. Valid recovery surfaces include:

• reopen 操作员异议导出案卷;
• run 操作员异议导出复核;
• fund witness protection before reuse;
• publish a contextual correction;
• restrict to lawful-only or archive-only citation;
• name the proof-burden holder;
• quarantine the export packet;
• accept route-blocked, costlier, hostile, or recovery-only future use.

No recovery can erase the fact that the first export was misattributed.
