Stability Clearance Docket / 稳播清算案卷

Stability Clearance Docket is the concrete card for a broadcast version that is not yet stable enough to become corporate reality. It records the rate table: what explanation is being sold to the audience, who benefits from that explanation, what proof supports it, and what premium must be paid if the player wants the version to keep airing.

This card is the hand object for 稳播精算师. It should appear when audience stability, reality drift, sponsor stop-loss, inspector scrutiny, editor smoothing, or route-asset custody asks for a clearance decision.

Playable meaning

The docket is not a memo. It must change the offer set:

• it can be assigned into a stability clearance hearing;
• it can convert 梁雾 into a recruited, protected, captured, suppressed, hostile, or missed route asset;
• it can gate whether a public version becomes insurable, sponsor-owned, inspector-held, editor-smoothed, public-table, or black-screen-risked;
• it must carry at least one relief counter and one cost counter.

Failure shape

If the docket is ignored, suppressed, or captured, it must not vanish. It should harden into at least one future consequence:

• later stability hearings cost more;
• sponsor signature controls the public version;
• inspector hold blocks the next clearance;
• editor smoothing creates a proof contradiction;
• audience churn turns into a black-screen risk;
• 梁雾 becomes hostile or unavailable.

Non-goals

• Not a generic analytics card.
• Not a passive progress meter.
• Not satisfied by page existence or flavor text.
• Not valid unless it gates an assignable action, branch outcome, or future route state.
