Witness Carrier Discharge Receipt / 见证承载解除回执

Witness Carrier Discharge Receipt is the visible docket for a named witness, delegate, handler, editor, lawful officer, pirate relay, or public receipt carrier who has already carried one mandate and is now being reused, released, reassigned, protected, or defaulted.

The card exists because 呼吸折让见证委任线 proves that oxygen haircut consent needs a named witness, while 回叫承载撞车线 proves that one carrier cannot satisfy multiple rows by implication. This card catches the next failure: after the first service, the same witness is treated as reusable clean capacity without discharge.

Creation rules

Create or update this card only from state pressure:

• a named carrier has already carried a witness, delegate, public receipt, lawful annex, callback, consent debt, or route-asset service;
• a new row tries to reuse that carrier, proof, or mandate;
• the original service scope, owed reader, and promised limit are visible or explicitly absent;
• the carrier’s consent, protection, payment, or refusal state is visible;
• at least one future reader or route will consume the discharge result.

The card must not be created by fixed turn count, fixed day/week interval, raw number of witnesses, chapter quota, dashboard status, lens health, or generic staff fatigue.

What this card catches

• A fan oxygen witness is later reused as public consent for a callback settlement.
• A public receipt carrier is cited by sponsor, lawful reader, and archive without renewed scope.
• 火签 is paid once in oxygen and then asked to carry a second loss without protection.
• 郁蓝’s publication is reused as if the public, lawful reader, and route asset all agreed.
• 白鸦’s mask prevents witness harm, then management cites the mask as clean consent.
• 艾笙’s pirate relay blocks capture, then a lawful reader treats the relay as mandate proof.
