Oxygen Haircut Witness Mandate is a pressure storyline for the moment when a fan-side oxygen loss becomes playable because someone must carry it.

The current oxygen corpus can already create rebate collars, priority scars, foreclosure notices, and fan-delegate mandate splits. The remaining gap is character consequence: a branch such as fan_delegated_haircut should not end as a generic consent state. It must ask which named witness, delegate, lawyer, historian, editor, lawful reader, pirate relay, or explicit absence makes the haircut visible, scoped, contested, or false.

This storyline therefore binds 呼吸折让见证委任机制 to existing surfaces rather than adding placeholder cards.

Product gap solved

Existing green slices cover:

• 呼吸追缴扣押线: later claimant tries to seize or reverse a prior oxygen promise.
• 粉丝委任分裂线: no convenient speaker may represent every fan.
• Huo Qian Storyline: 火签 can hold fan proof, become protected, radicalized, captured, burned, or missed.

The gap is the seam between them. When the player chooses a partial oxygen cut, the game needs a named person-state and constituency-state, not only a ledger result.

Primary playable question

A sponsor, creditor, archive desk, manager, or route-asset holder offers to stop foreclosure if the fan side accepts a haircut.

Does the producer:

• ask 火签 to witness the concession and risk her safety;
• make 郁蓝 put the concession into public receipt;
• let 沈洛 settle with sponsor language and accept capture risk;
• ask 韩砚霜 to escrow it as lawful-only consent;
• let 白鸦 mask or split the delegate to prevent retaliation;
• use 艾笙 to pirate-amplify the concession before it is buried;
• or file the haircut without a valid witness and trigger false consensus pressure?

Beat 1 — The haircut is offered

A claimant says the oxygen problem can be settled by cutting, staging, delaying, escrowing, or substituting a fan-side promise.
