False Preclusion Default / 虚假失权默认
False Preclusion Default fires or arms when a served row is filed as if it erased a later remedy that the service never actually answered.
The event is the failure pressure for 救济失权案卷 and 救济失权听证. It preserves the fact that service happened, but scars the false claim that service equals universal waiver.
Fire conditions
Fire or arm this event when any of the following is true:
- a notice, callback, counterreceipt, substitute carrier, or capacity-service row is consumed as full waiver without a named remedy at risk;
- the omitted or deferred reader is hidden after service;
- the proof of actual reply opportunity is absent without explicit absence;
- sponsor countercopy is used as public or lawful waiver;
- lawful service is used as fan-public consent;
- public notice is used as lawful appeal waiver;
- a substitute carrier is used to bar fit review;
- a callback served one reader but bars another reader’s callback;
- future route or broadcast reality consumes preclusion without reading the docket.

Aftermath
After the event, later readers must treat the source service as scoped or contested. The barred claimant may become hostile, require addendum, require callback, force audit, delay a route, or push the route into recovery-only.
The event must not erase the original relief. It only rejects the overreach: the served row cannot close remedies it never gave a real chance to answer.
