License Overpledge Default / 牌照超额质押默认

License Overpledge Default fires or is armed when 制作人牌照负担账本 shows that the same producer authority has been hidden, double-spent, pledged without collateral, used beyond scope, or filed as clean while a scarred obligation still borrows it.

The event is not a punishment for using the producer license. It is the broadcast system noticing that authority was sold twice.

Valid breach causes:

• one producer authority is consumed by multiple readers without split authority;
• source obligation is hidden so the license looks clean;
• collateral holder is omitted, counterfeited, or treated as consent;
• proof, seal, receipt, checksum, ruling, or residue is missing without explicit absence;
• release condition is omitted and the pledge is still reused;
• management files a false-clean license report;
• sponsor, inspector, public table, cutroom, archive, or route asset captures the license first;
• the player refuses to name a forbidden, delayed, or surcharged reader.

Branch consequences

Collateral holder captures authority

A sponsor, inspector, archive desk, public table, cutroom, claimant, route asset, or handler uses the missing row to define what the producer license means.

Required consequences:

• relief may exist for the capturing reader;
• excluded reader or claimant pressure rises;
• future route must accept sponsor-only, lawful-only, public-only, route-only, review-required, or recovery-only state.

False-clean authority hardens

Management or the schedule surface treats the pledged license as clean. The authority becomes easier to use once and harder to defend later.

Required consequences:

• short-term route or report may pass;
• false-clean authority and audit risk rise;
• later use requires public table, lawful appeal, correction slot, or license review.

Black-screen fold

If overpledge hides a missing authority in a live broadcast path, the event may fold the route into black-screen pressure.

Required consequences:

• fraud or false service may be blocked from becoming clean;
• audience stability, schedule, sponsor, or public grief cost rises;
• route becomes blocked, costlier, or recovery-only.

Reader split forced by default

If the player refused to split authority, the default can split it harshly.

Required consequences:

• at least one reader accepts the license only with scar;
• at least one reader rejects, surcharges, captures, or delays;
• future route effect stores contradiction or scoped acceptance.

Counter contract

Every default must mutate at least three durable surfaces. Valid surfaces include:

Recovery hooks

Recovery is allowed, but never clean. Valid hooks include:

• open 制作人牌照负担复核 again with higher cost;
• publish a public receipt and accept sponsor or inspection pressure;
• file a lawful appeal and accept public delay;
• spend a correction slot;
• sacrifice or quarantine a route asset;
• appoint a proxy or mandate holder with handler burden;
• accept sponsor-only, lawful-only, public-only, split, blocked, or recovery-only route state.

Non-goals

• Not a generic license failure.
• Not a deadline expiry.
• Not a reputation penalty.
• Not a replacement for appeal residue duplication, scar convergence collapse, metric capture, or enforcement-load default.
• Not valid unless producer-license authority is overpledged, hidden, captured, or falsely filed clean with durable future route consequences.
