Stay Order Overreach Default / 暂缓令越权默认

Stay Order Overreach Default fires or arms when a temporary stay, hold, pause, or non-enforcement posture is consumed as if it were clean authority.

The default preserves the source appeal state. The failure is not that the stay existed. The failure is that a later desk treated the stay as final permission and erased the unresolved merits, harmed reader, or route condition.

Outcome contract

The event must mutate at least three surfaces:

• one relief or pressure-avoidance surface the default actor gained;
• one cost or scar surface the overread created;
• one future reader or route effect.

The event fails if it only raises heat, anger, appeal pressure, or legal risk without naming the false clean claim and future route effect.

Recovery

Recovery is possible only with visible scar:

• re-scope the stay and carry its tag;
• reopen merits hearing;
• publish public notice or correction;
• require lawful annex;
• escrow or quarantine the route asset;
• unwind sponsor afteruse;
• mark management report as false-clean;
• accept public-only, lawful-only, sponsor-only, contradiction-pending, or recovery-only future use.

Non-goals

• Not punishment for appealing.
• Not a calendar expiry.
• Not generic law flavor.
• Not valid if a stay is treated as a clean verdict without durable route mutation.
