阙宁 / Stay Notice Courier

阙宁 is the low-rank stay-notice courier who carries the scoped language of a temporary appeal stay to the desks that want to overread it.

Her playable progression lives in 阙宁暂缓告知跑腿线 and is observed by 阙宁暂缓告知跑腿 Lens.

She has no power to decide merits, legality, route ownership, public truth, or sponsor clearance. Her force is smaller and more dangerous: she can make the stay scope arrive before a sponsor package, management metric, archive release, public recap, lawful annex, route claimant, or broadcast reality consumes the stay as if it were clean permission.

Play purpose

阙宁 turns a scoped stay into a person-state problem.

A stay may already be visible on 申诉暂缓后用案卷, and the player may already have reviewed it through 申诉暂缓后用复核. The gap she fills is downstream delivery. If the scope stays inside the legal docket, later readers can still claim they never received it, received only sponsor-friendly wording, or received a clean-sounding summary.

Her route makes these outcomes different:

• protect her and a stay can be delivered with its does_not_decide clause visible;
• recruit her and she becomes a narrow route asset for one future scoped-stay relay at a time;
• retain her for one delivery and complete the relay without durable loyalty;
• let sponsor or management capture her packet and the stay becomes sponsor-only or management-false-clean;
• expose her publicly and the notice gains public receipt while making her vulnerable;
• suppress or miss her and 暂缓告知误投默认 can harden through misdelivery before 暂缓令越权默认 consumes the scar.

Entry hooks

阙宁 appears from state pressure only.

Valid hooks:

1. a stay or enforcement pause is already visible through 申诉暂缓后用线;
2. at least one downstream reader is about to consume the stay as authority;
3. the stay has a scope clause, omitted reader, or explicit absence of scope;
4. sponsor, management, archive, lawful reader, public recap, route claimant, or broadcast reality would receive different results if the scope is delivered;
5. her state is unseen, visible, protected, recruited, retained, missed, hostile, captured, suppressed, false-served, unavailable, or explicit absence.

She must not appear from fixed turn count, fixed day, chapter quota, raw crisis count, raw appeal count, dashboard state, or lens-health state.

Visible courier

阙宁 has the stay packet, remembers the limiting clause, or knows which desk received the clean-sounding summary first. The player can assign handler, delivery form, proof bridge, lawful cover, public bulletin, archive receipt, sponsor restriction, or explicit absence.

Observable deltas:

• stay_scope_integrity may rise;
• courier_capture_risk rises if exposed or rushed;
• stay_overread_pressure rises if she is unnamed;
• at least two reader states must diverge.

Protected relay

The player protects or escorts her before the future reader consumes the stay.

Claimants she can split

A good route should make at least two of these readers disagree:

• sponsor afteruse desk wants sponsor-first scope and commercial relief;
• management metric table wants the stay to count as clean liability;
• archive release queue wants proof released with narrow receipt;
• lawful reader wants annex language and admissible service;
• public recap table wants visible notice before private capture;
• route claimant wants omitted-reader notice attached to route access;
• broadcast reality wants the aired pause remembered without contradiction.

No branch may make all of them cleanly accept the same stay.

Costs and boundaries

阙宁 is never a free courier. Using her should cost at least one of:

• handler time;
• staff protection money;
• payroll leak;
• sponsor retaliation;
• inspection heat;
• public exposure;
• archive debt;
• lawful annex debt;
• management pressure;
• route asset pressure;
• future notice hearing.

She cannot make a stay clean, erase a missing reader, replace an annex, solve a sponsor package, or decide appeal merits. She only makes the stay-scope delivery playable and durable.

Non-goals

• Not a main-cast replacement.
• Not a generic courier NPC.
• Not raw recruitable filler.
• Not a free solution to appeal stay afteruse.
• Not a legal authority.
• Not fixed-turn content.
• Not valid if her state does not change a stay notice slip, at least two reader states, carrier state, and future route effect.
