This lens checks whether the existing ST-SCALE-10 source packet behaves as six playable arbitration arenas instead of forty-two disconnected objects. It requires exact docket/operator pairing, strict four-step order inside every arena, stable public/hidden decisions, replay-visible operator recruitment and miss states, independently reachable appeal and enforcement readers, and narrow authority.

1. The forty-two runtime objects remain bound
All twelve cards, twenty-four rites, and six events must carry storyteller.lens.sponsor_clinic_arbitration.v1 plus source-wiki pointers to this storyline, mechanic, and lens. The lens fails if any row remains an unbound scale artifact or points at a different source.
2. Each arena has an ordered four-step chain
For every arena:

The lens fails if a later step skips its predecessor, one arena consumes another arena’s state, or a global completion flag substitutes for sequence evidence.
3. Public and hidden postures diverge on every rite
Each of the twenty-four rites must expose both stable IDs:
public_face: spectacle relief or public legibility plus the exact arena hazard;hidden_use: the arena’s support/evidence row plus audit heat.
The selected posture remains readable by arena and sequence index. The lens fails if the two options have identical effects, either option disappears, or public visibility is interpreted as truth, consent, ownership, or universal clearance.
4. Explicit and automatic operator misses are durable
Every intake also exposes miss_operator_window. It must remove the exact arena operator, write st_scale_10_<arena>_operator_missed, write st_scale_10_<arena>_future_recovery_only, and avoid the route-asset flag. The miss choice is not a third way to continue the ordinary hearing; it is a durable loss/recovery boundary.
For any still-available operator, advancing to turn nineteen or reaching the exact hazard value three must automatically remove the operator and write missed, recovery-only, and verdict-window-closed flags. This terminal sweep must not complete the verdict, recruit the operator, create a route asset, or require the player to select a now-invalid verdict.
5. All six operators are independently recruitable and missable

routeAssetCondition: complete_matching_verdict_before_hazard_3A successful matching verdict at turn <= 18 and hazard <= 2 writes the recruited and route-asset flags. Hazard >= 3 or turn after eighteen blocks ordinary recruitment and the terminal sweep writes the missed/recovery state without a verdict completion or route asset. The explicit intake miss writes the same boundary early. Recruiting or missing one operator cannot change any other operator.
6. Verdict opens appeal and enforcement independently
The matching verdict flag must make both the matching one-shot enforcement rite and matching appeal event reachable. Appeal is not required to unlock enforcement; enforcement is not required to unlock appeal. Resolving either reader cannot erase or auto-resolve the other, and enforcement cannot be repeated to switch posture or farm counters.
7. Each appeal has two durable responses
All six appeal events trigger only from their matching verdict and expose exactly these response IDs:

Each appeal also preserves its arena’s support/public-accountability consequences. The lens fails if an appeal has no selected option, writes only a generic appeal flag, or rewrites the earlier verdict posture.
8. Parallel arenas never collapse
The lens must prove at least two distinct arenas in one focused profile or compare two focused profiles. Docket, operator, support, hazard, opened, heard, verdict, enforcement, appeal, recruited, and missed state remain arena-local. Shared audit or public-accountability counters are downstream pressure, not cross-arena completion.
9. Authority remains narrow

10. Adjacent lanes remain separate
- Residue Clinic Custody remains the eight-beat treatment/evidence-custody packet, not a substitute for ST-SCALE-10’s six arbitration rows.
- Whitebox Screening Witness Binding explicitly excludes the ST-SCALE-10 consent desk.
- Mian Tai’s medicine route owns provenance, batch custody, debt, and raid outcomes rather than artist-refusal arbitration.
- Medical Air Queue Priority owns scarce care allocation rather than oxygen pricing testimony and appeal.

The lens fails if any of the forty-two runtime objects is missing or unbound; a chain skips intake, hearing, verdict, or enforcement; public and hidden options collapse; a missed operator is still recruited; an operator is recruited after turn eighteen or at hazard three or later; one arena resolves another; appeal or enforcement silently consumes its sibling reader; an appeal lacks a durable selected response; or any sponsor-clinic result becomes consent, ownership, identity, personhood, death, voice, archive, memorial, medical, merchandising, or blanket broadcast authority.
