Ruling Enforcement Load Lens / 裁定执行负荷 Lens

This lens observes whether a valid ruling remains playable when later routes try to rely on it. It replaces the older enforcement-week framing while keeping the legacy file binding.

The oracle is simple: a ruling is not reusable merely because it exists. A future route may cite it only after the implementation exposes enforcement load rows, assigns or explicitly lacks carriers, protects or names boundary absence, mutates future reader acceptance, and proves a default path when the load is hidden or false-served.

This revision adds one sharper requirement: when a default narrator is claimant-facing, the default must escalate into concrete claimant state or record explicit absence. A claimant-facing enforcement default may not remain prose anger.

Valid source rows include archive order, custody decision, served ruling, settlement aftershock, proof-burden shift, public receipt, legality conversion, enforcement mandate, attachment compliance row, artist boundary, sponsor carve-out, fan oxygen audit row, claimant-facing false-service row, or public/pirate/artist/floor default row.

Oracle assertions

  1. The evidence names a source ruling or equivalent row and preserves it as history; the lens fails if the old result is re-litigated or erased.
  2. The evidence creates or loads Ruling Enforcement Load Docket with at least one concrete load row.
  3. Every load row records source ruling, load kind, obligated party, required surface, carrier or explicit absence, protected boundary or explicit absence, future reader, and default if unworked.
  4. At least one future reader tries to use the ruling and changes acceptance based on the load row state.
  5. Ruling Enforcement Load Review is offered only from state pressure and requires selected row, authority / absence, carrier / absence, proof bridge / absence, boundary / absence, cost, and future reader.
  6. A lawful-roster branch improves compliance, custody clarity, or archive legitimacy while increasing inspection, bureau, public, schedule, or route cost.
  7. A public-receipt branch improves public notice, fan-facing legitimacy, or private-capture resistance while increasing sponsor, witness, pirate, public, or inspection cost.
  8. A proof-chain branch improves proof legibility, continuity, or custody gap while increasing edit debt, archive debt, source ambiguity, or contradiction risk.
  9. A sponsor / management compression branch may reduce stop-loss, budget, slot, or management pressure, but it must increase contract capture, public distrust, fan refund debt, artist-boundary risk, public audit cost, or recovery-only narrowing.
  10. A boundary-protection or quarantine branch may reduce breach, artist harm, witness harm, or false service, but it must narrow, block, delay, or scar a future route.
  11. Enforcement Load Default fires or is armed when the implementation hides, underfills, falsely serves, or lets a future reader cite an unserved row.
  12. The default records a narrator: management false-clean, sponsor first, archive stall, inspector freeze, claimant queue, pirate receipt, artist boundary break, floor overrun, or equivalent.
  13. Every branch mutates at least three surfaces: one relief, one cost, and one future reader / route effect.
  14. The lens fails if law, sponsor money, archive storage, edit skill, public support, or management reporting can serve all rows at once without named cost and future route mutation.
  15. The lens fails if it uses fixed turn count, day count, week framing, chapter quota, content count, dashboard health, or raw page volume as an entry condition.
  16. The lens passes only if at least one served branch and one default / false-served branch produce divergent durable states from comparable starting pressure.
  17. If a default narrator is claimant-facing, the implementation creates False-Service Claimant Row or records explicit absence with future route effect.
  18. A false-service claimant row must name source ruling, missing or false load row, attempted future reader, claimant family, demanded control, proof or absence, gate or absence, default if unanswered, and future route effect.
  19. False-Service Claimant Escalation or an equivalent downstream surface must resolve the row through a constructive branch and a hardening / suppression / default branch with divergent states.
  20. False-Service Claimant Hardening must be armed or fired when the row is hidden, underfilled, wrong-gated, suppressed without receipt, or counted as clean by management or sponsor.
  21. At least one downstream reader must consume the false-service scar: claimant floor intake, pressure claimant conversion, ruling reader collision, claimant collision lock, management compression, live floor load, or equivalent.

Claimant-facing default rule

A claimant-facing default is any default where the missing load gives first narration to a claimant, public/pirate receipt, artist/witness/carrier boundary, live floor carrier, omitted public reader, sponsor counterparty, or management-hidden omitted row.

The lens fails if this rule is satisfied by generic faction heat, reputation loss, or prose that “claimants are angry.”

Failure examples

The lens fails if any of these are true:

  • a source ruling unlocks a route without load row state;
  • a branch records only prose anger or abstract compliance;
  • the future route accepts the ruling no matter which row state occurred;
  • a famous character acts as a universal stamp without cost;
  • sponsor, archive, public, edit, or lawful authority clears every row at once;
  • default has no narrator, no missing row, or no future reader effect;
  • a claimant-facing default creates no False-Service Claimant Row and records no explicit absence;
  • a false-service claimant row lacks source ruling, missing load, demanded control, gate or absence, and future route effect;
  • recovery erases the scar;
  • entry depends on a numbered turn, calendar week, arbitrary day window, chapter quota, or lens health.

Pass threshold

A satisfactory implementation proves:

  • one state-triggered entry;
  • one docket with concrete load row fields;
  • one served branch with relief, cost, and future reader effect;
  • one default or false-served branch with durable narrator and route consequence;
  • for claimant-facing defaults, one false-service claimant row or explicit absence plus a downstream reader that consumes the scar;
  • no fixed turn, day, week, or raw-count trigger.

Non-goals

  • Not a time window.
  • Not a generic compliance checklist.
  • Not bulk filler.
  • Not a governance page.
  • Not a new verdict.
  • Not a clean all-pressure settlement.
  • Not a claimant crowd scene without source ruling and missing load.
  • Not valid unless the future reader actually changes because of enforcement load or false-service claimant escalation.
