Editor Labor Capacity and Refusal / 剪辑劳动容量与拒绝

This mechanism separates four facts that production often tries to collapse:

named editor performed one edit
  != editor consents to the next edit
  != editor owns or licenses the voice asset
  != editor has unlimited route-asset capacity

A later reader must preserve the first edit, current labor consent or refusal, numeric burnout, substitute editor or explicit absence, protection/rest/recovery plan, and the future route consuming the result.

Positive routes remain costed. Recruitment requires a named edit and rest window. Refusal delays the route. Pairing requires a real substitute. Sponsor or archive capture narrows future readers. Hostility and burnout remove the actual editor card from the hand. A burnout record can support recovery, but never counts as a living recruit.

Editor Labor Capacity and Refusal owns the global pressure line. It begins only after a named source edit has completed and a named future reader requests another edit, patch, checksum, or supervision task. It never begins from a fixed turn, day/week interval, raw edit count, dashboard state, or generic card presence.

Every downstream consumer must read a joined labor row:

Cutroom priority may select a row but cannot create labor. Production triage may name a handler but cannot infer consent. Enforcement may validate a patch but cannot compel the editor. Underwriting may post edit capacity as collateral only while preserving labor debt. Insolvency may pay an editor creditor but cannot erase rest, protection, or worker-safety debt.

Han Cutroom owns source-copy and final-cut custody. This mechanism owns whether Mina can safely and voluntarily perform or supervise another edit.
