The mechanism starts after fan oxygen, sponsor makegood, public contrition, or audience-stability relief has created a claimable breath row. A sponsor may offer to cap the refund queue, buy future credit, freeze public receipt, or convert fan relief into makegood value. The mechanism forces that conversion into a collar: a bounded acceptance state with named readers, holder, scar, and future route effect.

Why this mechanism exists
