The mechanism exists when a prior statement is still true but a later reader wants to spend it in another context. A public apology does not prove universal mitigation. Failure Cases

The mechanism must fail if:

• a sponsor-sanitized statement is cited as public or artist repair;
• an inspector admission is used as fan-table consent;
• an editor-cut statement is treated as source truth with no checksum;
• a fan receipt apology becomes clean sponsor mitigation without refund proof;
• a hollow or captured apology unlocks an ending gate;
• a future route effect changes only notification text, mood, or a generic public-opinion counter.

Default Contract

The default is False Public Contrition Afteruse Default. It must record false-clean contrition afteruse, source statement or explicit absence, hidden or overbroad statement scope, capturing reader, harmed or omitted reader, after-state, future reader effect, at least three counter deltas, and durable mutation.
