Consent Debt Assignment Review / 同意债分配复核

Consent Debt Assignment Review is an assignable management rite for moving a live consent debt row from unresolved relief into a named carrier, subject return, public witness, lawful escrow, editor checksum, production burden, or false-clean default.

This rite begins after consent/refusal has already been used. It does not replay the original signature. It asks who now carries the scar created by that use.

Entry conditions

Offer this rite when all conditions below are true:

1. 同意债转移案卷 or equivalent has an unassigned, under_review, contested, reverted, or hardened row;
2. the row names a subject or explicit absence;
3. the row records original consent/refusal/proxy/split/absence state;
4. the row records relief already created;
5. at least one possible carrier or explicit absence is available;
6. the selected carrier can change at least three counters or durable states;
7. the future route effect can change.

This rite must never be offered because a fixed numbered turn arrived.

The rite is invalid if carrier_choice can be skipped, inferred, or silently replaced by sponsor funding, proxy posture, inspection seal, edit checksum, or audience approval.

The player returns the debt to the subject, lets them narrow the clause, publishes refusal, opens split consent, or accepts their absence as binding.

If the carrier is a named person, write or update a compatible row on 处理人负荷账本.

Default pressure

If this rite is skipped while the row is unassigned, contested, or reused without carrier proof, the implementation must not silently mark the debt clean. It must arm false-clean reversion, hostile witness, false owner, recovery-only state, or increased future recovery cost.

Non-goals

• Not a duplicate of the original consent negotiation.
• Not a generic legal approval action.
• Not a free pressure reducer.
• Not a turn-count upkeep rite.
• Not valid if prior relief is retconned away.
• Not valid if consent/refusal disappears after carrier assignment.
