Oxygen Haircut Consent Debt Transfer is a focused bridge storyline between 呼吸折让见证委任线 and 同意债转移线.

The recent oxygen-haircut pack already makes the haircut legible: source oxygen, claimant, demanded object, represented constituency, excluded constituency, selected witness/delegate, proof of mandate, protection/payment, named witness state, and consent state. The broader consent-debt pack already asks who carries consent debt after useful consent language has produced relief.

The gap solved here is the exact handoff: a fan oxygen haircut cannot stop at scoped_consent, public_only, lawful_only, sponsor_only, masked_false_public, or false_consensus. It must become a consent-debt row with a named carrier or explicit absence before later play can consume it.

Product gap solved

Without this bridge, two correct systems can still lose the consequence:

• oxygen content can say a haircut was witnessed or defaulted, then leave the debt inside the oxygen ledger;
• consent-debt content can handle generic consent rows, but never inherit the harmed fan constituency, oxygen source, or witness/delegate scar.

This storyline makes the handoff executable. The oxygen decision remains history, and the next management problem becomes: who carries the fan-side consent debt now that the broadcast, sponsor, archive, or route has benefited?

Beat 1 — The haircut helped somebody

The source haircut created real relief. A sponsor default may pause, a foreclosure may stay, a route-asset air line may survive, or a public panic may be delayed. The relief is not retconned.

Beat 2 — The harmed constituency follows the relief

The game names who paid for that relief: refund claimants, mourning queue, oxygen creditors, support-light believers, witness public, public-receipt readers, or an explicit absence with reason.

Beat 3 — Carrier assignment review opens

The player runs 同意债分配复核 with the oxygen-haircut row as source proof.

Beat 4 — Debt carrier changes future play

The selected carrier determines how later content reads the haircut. The same haircut cannot be clean for fan public, sponsor, lawful reader, archive, route asset, management, and public receipt at once.

Beat 5 — False-clean reversion remains armed

If no carrier is assigned, if a narrowed carrier is reused as whole-public consent, or if witness harm is hidden, 同意债回转 fires or becomes default-ready.
