This is the strict runtime specialization of the broader desk-liaison counteroffer hearing.

Source gate

It opens only after rite.reality_drift_audit resolves appended choice 6, file_liaison_counteroffer_docket. The normal source assignment is:

Those four starter-backed cards enter through normal in-hand slot validation. The source branch must then have:

• filed the formal inspector reality-drift docket;
• exposed the sponsor stop-loss counteroffer;
• materialized actual Ning Zhe;
• gained the counteroffer docket and both desk-term records.

No fixed turn, day, dashboard, lens-health, or raw-count trigger is valid.

Route A — Recruit and protect

The first-desk filing remains usable, Ning Zhe is credited as the named carrier, and the player accepts exposure, payroll, and claimant-hostility costs.

Required result:

• retain actual Ning Zhe;
• set ning_zhe.recruited;
• set ning_zhe.state.recruited_counteroffer_broker;
• create exactly one route_asset.ning_zhe_counteroffer_broker;
• require named counteroffer readback in a future route;
• create no miss counterreceipt.

Route B — Miss and arm defection

The player files both desks as if they already agreed and leaves the human carrier unnamed.

The review sets ning_zhe.state.defection_pending and arms event.storyteller.liaison_defection_counteroffer.v1. The event, not the rite, performs the terminal miss:

• remove actual Ning Zhe;
• gain card.storyteller.ning_zhe_defection_counterreceipt.v1;
• set ning_zhe.state.hostile_missing_recovery_only;
• create no route asset.

Both review options close desk_liaison_counteroffer.disposition_review_open. The review also marks the strict path selected, which prevents the legacy hearing from resolving afterward.

Compatibility

The older rite.storyteller.desk_liaison_counteroffer_hearing.v1 keeps its six option IDs and order. It remains a broad compatibility surface and does not require this strict packet’s positive flags or exact cards. Its reciprocal negative terminal guards prevent it from resolving after this review is selected or resolved; this review likewise cannot stack after the legacy hearing has resolved.

Authority boundary

Neither route grants memory ownership, breath allocation, mourning consent, archive truth, platform ownership, universal contract authority, or clean proof. Ning Zhe can identify one counteroffer chain only.
