Entry requirements

The rite may be offered only when:

  1. 桌间联络人反报价案卷 or equivalent is active;
  2. first desk terms and counteroffering desk terms are both visible;
  3. a liaison is present, hostile, missing, faction-bound, or explicitly absent;
  4. a handler, proof, protection, price, or explicit absence can be assigned;
  5. the selected response can mutate future route access, proof custody, public receipt, desk posture, route asset state, or broadcast reality.

This rite must not be triggered by a fixed turn count or generic escalation level.

Cost rule

Every non-default branch must show at least one relief and one cost. Every branch must mutate at least three counters or durable states, and at least one mutation must affect a later route, rite, proof object, public receipt, desk posture, or route asset.

Non-goals
