Stability Package Arbitration / 稳播包装仲裁

Stability Package Arbitration is the rite that resolves a 稳播包装案单. It makes the player choose which public package will carry stability and which omitted frame becomes cost, counter-package, or default pressure.

The rite is not a generic PR button. It must consume or mutate concrete inputs: a frame, a counter-frame, a package handler, a proof anchor, and a bridge or scar.

Eligibility

Offer this rite when the slate is open and all are true:

The rite fails design review if it is unlocked by a fixed turn number, day interval, chapter quota, raw page count, or lens-health state.

A branch cannot pass if famous authority, sponsor money, law, or editing resolves the package without naming omitted frame and future reader.

Branch A — Sponsor-safe package

The player selects sponsor relief, naming protection, or stop-loss language as the main public frame.

Branch B — Editor checksum package

The player lets the cutroom produce a continuity-safe recap, delay mask, or checksum-clean montage.

Branch C — Inspector safety package

The player accepts an audit-facing safety notice, lawful hold, or inspector table as the package spine.

Branch D — Fan-public package

The player lets fan receipt, oxygen ledger, unauthorized historian, mourning proof, or pirate relay become the public frame.

Branch E — Split package

The player pairs a public-facing frame with a lawful, edit, or sponsor counter-frame and records the split rather than pretending both are clean.

Branch F — Refuse or hold package

The player refuses a stable package, delays it, or holds the subject until proof catches up.

Branch G — Default author captures

The player leaves the slate hidden, lacks required inputs, fails to name counter-frame, or lets one claimant file first.

Blocking rules

The rite blocks or defaults if:

• fewer than two package claimants exist;
• no future reader is recorded;
• selected frame has no proof anchor or explicit absence;
• counter-frame is omitted without becoming cost;
• package handler is absent but absence is hidden;
• sponsor, editor, inspector, fan public, or management frame claims clean universality;
• the branch would stabilize attention without mutating custody, route state, broadcast reality, or future clearance.

Non-goals

• Not an automatic recap button.
• Not a cosmetic choice of wording.
• Not a free audience-stability heal.
• Not a fixed phase.
• Not valid if all frames produce the same package state.
