License Exemption Freeze Grant / 牌照豁免冻结授予线

License Exemption Freeze Grant is the storyline for the moment a producer-license slot is frozen, temporarily exempted, borrowed forward, or extended before a future broadcast reader spends that state.

The existing corpus already prevents a released slot from becoming raw free capacity through License Slot Release Receipt. This storyline covers the earlier seam: an exemption or freeze is not clean capacity, not a pause button, and not a silent schedule extension. It is a row with a grant authority, duration or scope, excluded reader, proof anchor, and future consumer.

Playable question

When a producer-license slot receives a temporary exemption, freeze, audit hold, borrowed-forward capacity, or sponsor waiver, does the producer grant a scoped exemption, freeze the slot under audit, extend with collateral, borrow capacity forward, refuse the exemption, transfer grant authority, or let hidden exemption capacity default into false clean schedule room?

The answer must name:

• the source slot row;
• the exemption or freeze claim;
• who grants or demands the state;
• proof anchor or explicit absence;
• duration, expiry, or review condition;
• unresolved readers or explicit absence;
• selected posture;
• exemption state after;
• the future reader, route, forced main, side contract, correction slot, sponsor package, or audit that consumes the state.

Gap diagnosis

Producer License UI already names 冻结 and 临时豁免 as slot states. Weekly Broadcast Cycle Audit records frozen and temporary-exemption counts before cycle close. License Slot Release Receipt records what happens when a slot claims release after freeze or exemption expiry.

The missing playable surface is the grant itself. Without it, the implementation can:

• delay a premiere because “an exemption exists” without naming who granted it;
• freeze a slot under audit without saying who is excluded;
• borrow next week’s capacity without a future reader scar;
• treat sponsor, management, lawful, public, and forced-main readers as if they all accepted the same exception;
• let a temporary exemption expire into clean free capacity without a source row.

The grant may happen near a premiere delay, forced-main collision, blackout quarantine, lawful stay, sponsor waiver, public apology slot, correction bid, or weekly audit. Timing can explain the pressure, but it cannot be the trigger.

Storyline spine

Beat 1 - The exception reaches the license board

A slot cannot meet its next deadline, cannot be safely released, or must be held out of clean use. Create or refresh License Exemption Freeze Ledger before the exception changes available capacity, countdown, forced-main intake, correction access, or audit posture.

Beat 2 - The grant is made answerable

The ledger names the slot, who grants the exemption or freeze, what proof anchors it, which reader is excluded, and what future consumer will read the state.

Valid source states include occupied, premiere_due, folded_blackout, frozen, exempted, audit_hold, borrowed_forward, forced_main_pending, correction_pending, recovery_only, or explicit absence.

Beat 3 - Review prices the exception

Run License Exemption Freeze Review. The player decides whether the exception is scoped, frozen, extended, borrowed, refused, transferred, or hidden/defaulted.

Beat 4 - A future reader inherits the exception

The next forced main, side contract, correction slot, public table, lawful reader, sponsor package, route asset, weekly audit, or broadcast-reality reader must consume exemption_state_after, not raw capacity.

Beat 5 - Hidden exceptions create false capacity

If a hidden, expired, unsupported, or captured exemption lets a slot look available, Hidden Exemption Capacity Default records the false claim and scars the future consumer.

No branch may turn an exemption, freeze, or borrowed-forward slot into universal clean capacity.

Integration notes

• With license-slot-release-receipt, the grant state becomes part of the later release receipt rather than disappearing at expiry.
• With weekly-broadcast-cycle-audit, temporary exemptions and frozen slots count only if their grant rows are visible.
• With forced-main-slot-collision, a forced main may consume exception capacity only by reading the grant state and its excluded readers.
• With producer-license-encumbrance, a delegated or collateralized exception can become producer authority debt.
• With on-screen-slot-readback, delayed final-air use must preserve the exemption grant and future cost.

Missability and recovery

This storyline is missed when implementation:

• says a slot is exempted or frozen without source slot and grant authority;
• treats temporary exemption as another free slot;
• extends countdown from fixed day or audit green state;
• hides duration, expiry, review condition, or proof;
• lets sponsor, management, lawful, public, route, and forced-main readers all accept one exception;
• lets exemption expiry skip License Slot Release Receipt;
• opens from raw slot count, dashboard state, lens health, or generic schedule pressure.

Recovery requires visible scar: reopen the exemption ledger, narrow the reader scope, convert to audit freeze, accept borrowed-forward debt, publish a public addendum, delegate through a proof holder, mark the future consumer costlier, or route the slot to recovery-only play.
