License Display State Readback

License Display State Readback begins when a visible producer-license cell label is about to be consumed as authority by a future reader.

Producer License UI already names cell states such as available, in preparation, premiere today, linked, blackout, frozen, and temporary exemption. License Slot Release Receipt decides whether a slot can become capacity again. License Exemption Freeze Grant decides whether an exception is valid. Producer License Encumbrance decides whether producer authority is pledged.

This packet owns the remaining surface: the board label itself can be stale, repainted, scoped, delegated, or false-clean. A future forced main, side contract, correction bid, weekly audit, sponsor package, lawful reader, public recap, or route asset must not spend available, frozen, blackout, or exempted as proof unless the displayed label is reconciled with the underlying slot row.

Playable Question

When the license board shows a cell label that another system wants to trust, does production certify that the display matches the source row, restore a stale label, narrow the display to one reader, publish a correction, quarantine the cell, delegate display authority, or let a false display default harden into future pressure?

Every answer must name:

• the source license slot row;
• the displayed cell label;
• the underlying slot state;
• the authority that last updated or repainted the display;
• the proof anchor or explicit absence;

Beat 1 - The board label becomes evidence

A forced main intake, voluntary side contract, correction slot, sponsor package, weekly audit, route asset, public recap, or lawful filing points at one producer-license cell. The visible label says the cell is available, premiere_today, linked, blackout, frozen, temporary_exemption, reserved, or equivalent.

The label is not enough. The future reader must see which slot row produced it and whether release, exemption, encumbrance, blackout, or audit state still contradicts the display.

The docket fails if it stores only slot available, UI says frozen, dashboard green, or label updated without the source row, underlying state, update authority, proof, future use, harmed reader, after-state, and future effect.

• License Exemption Freeze Grant can mark frozen or exempted display state as scoped, not universal.
• Weekly Broadcast Cycle Audit must audit display state alongside the underlying slot rows.
• Broadcast Slot Contract Binding cannot spend a board label as slot authority without the readback receipt.
