The sponsor clinic has become six different arbitration desks. Each desk advertises a clean public service while carrying a second operational use: price oxygen as fan welfare while freezing low-status testimony, renovate a ward while transferring a wrong-name claim, display consent while replacing a silent pulse, store accident residue while preserving continuity-breaking proof, assess an artist for return to work while protecting refusal, or triage complaints while selecting a living jury.
This storyline binds the existing ST-SCALE-10 runtime into one observable system. It does not ask the player to resolve all six arenas in a single linear quest. Each arena is an independent four-step chain with the same stable postures, its own docket and operator, a pressure threshold that can close recruitment, a verdict, an enforcement review, and a verdict-triggered appeal.
The line asks one narrow question: when a sponsor service has both a public face and a hidden use, can the player make the hidden allocation answerable without treating publicity, treatment, paperwork, or storage as universal consent?

The twelve cards are six docket/operator pairs. A docket opens one arena; it does not stand in for its operator. An operator may become a route asset only through that arena’s timely verdict. One arena’s docket, support counter, operator, verdict, appeal, or enforcement result cannot satisfy another arena.

This represents summons paperwork and an available witness window, not recruitment. The source-authored operator encounter is time-limited: a recruiting verdict requires turn <= 18 and hazard <= 2. Selecting miss_operator_window writes the durable missed and recovery-only state. The end-of-turn terminal sweep also removes any still-available exact operator and writes missed, recovery-only, and closed-window flags when the next turn is nineteen or the named hazard reaches three. Any later recovery must be a separately named route. Merely drawing, assigning, or displaying an operator card is not recruitment.
Four-step contract inside every arena
For each exact arena slug, the chain is:

The order is strict within an arena. The six arenas may be opened or resolved independently; completing one does not advance the sequence index of another.
Public face and hidden use
All twenty-four rites use the same stable decision IDs.
public_face
The player adopts the service’s advertised explanation. This raises spectacle and the arena’s named hazard. The public account becomes visible, but visibility does not prove that the advertised account is complete, voluntary, medically correct, or legally controlling.
hidden_use
The player acknowledges what the desk is operationally doing and strengthens its support/evidence row while raising audit heat. Naming the hidden use makes it answerable; it does not authorize that use or erase the people exposed by it.
The chosen posture must remain readable at intake, hearing, verdict, and enforcement. A generic arena_complete flag cannot replace the four selected decisions.
Verdict fans out to appeal and enforcement
Every verdict opens two distinct downstream surfaces:
- the matching enforcement rite, which tests whether the ruling can be carried out while the hazard remains manageable;
- the matching appeal event, which tests what the public record says after the hidden allocation is challenged.

The appeal selects exactly one of two responses:
uphold_public_facepreserves the public service posture but attaches the arena’s named risk and a durable..._appeal_public_face_upheldflag;expose_hidden_usepublishes the concealed allocation, raises audit heat, and writes a durable..._appeal_hidden_use_exposedflag.
Appeal is not a prerequisite for enforcement, and enforcement does not silence appeal. Both are independently reachable from the exact verdict flag. Neither may retroactively change the four earlier posture selections or turn a missed operator into a recruited route asset.
Six independent operator outcomes
Each operator has a separate recruited, missed, route-asset, and future-recovery state. The following invariants apply:
- recruiting one operator never recruits any other operator;
- missing one operator never erases another arena’s witness;
- an operator card in hand is an encounter surface, not permanent recruitment;
- a successful verdict by turn eighteen and before the named hazard reaches three writes the matching recruited and route-asset flags;
miss_operator_windowremoves the matching operator card, writes the matching missed flag, and leaves recovery-only state;- once an available operator window crosses turn eighteen or hazard two, the end-of-turn sweep writes that same missed/recovery state without falsely completing a verdict;
- appeal or enforcement cannot repair a missed operator without a later named recovery packet.

Authority boundary
The arbitration may record a price, ward claim, consent-paper discrepancy, residue custody claim, return-to-work refusal, complaint sample, witness chain, verdict, appeal, or enforcement result. It may not infer or grant:
- treatment consent, diagnosis, personhood, death, or bodily identity;
- merchandising, naming, likeness, voice, reenactment, or blanket broadcast permission;
- ownership of a ward patient, injury, refusal, complaint, residue sample, or testimony;
- archive or memorial ownership, license, or universal custody;
- collective fan consent from a rate, complaint sample, jury roster, or public record;
- lawful consent from silence, pulse substitution, sponsor payment, storage, or a clean verdict.
Public face is not truth. Hidden use is not permission. Verdict is not ownership. Enforcement is not erasure.
Explicit exclusions
- Not Residue Clinic Custody: that line owns its eight-step treatment/evidence-custody chain and Xi Sheng/Luo Ji outcomes; this line owns six independent sponsor-arbitration arenas.
- Not Whitebox Screening Witness Binding: that mechanism explicitly excludes the ST-SCALE-10 consent desk and governs screening-version knowledge rather than sponsor-clinic arbitration.
- Not Mian Tai’s medicine-supply route: the artist-refusal arena governs return-to-work assessment and refusal receipts, not medicine provenance, batch custody, debt, or raid outcome.
- Not Medical Air Queue Priority: oxygen allocation and stabilization do not resolve the breath-price verdict, its operator window, or its appeal.
- Not a universal hospital, sponsor, consent, blackbox, artist, jury, or appeals simulator.
