Waiver Stamp Chain-of-Custody / 豁免章保管链

A sponsor desk produces a stamped waiver row after an aftershow incident and asks production to treat the stamp as clean consent for replay, voice, and route-asset reuse. The problem is not whether paperwork exists; the problem is who held the stamp, which scope was actually signed, who is harmed if the row expands, and which future reader will consume the waiver.

Playable pressure:

• the player can certify only a limited waiver, narrow the scope to a signed row, quarantine a blank stamp, publicize missing consent, preserve a route asset with a scar, bargain for delay, or let the blank waiver default fire;
• every constructive branch moves sponsor heat, consent pressure, public receipt, or route-asset counters;
• the default leaves a durable false-clean waiver scar for appeal panels and route gates.
