Access Caption Reliance Docket / 无障碍字幕信赖案卷

Access Caption Reliance Docket is the card that carries the aftershock of a caption once an access reader, foreign-language reader, fan oxygen queue, sponsor report, or management metric has relied on it.

It begins where 字幕证词账本 leaves a usable or contested caption state. The new question is not whether the caption is true. The question is: who relied on that caption, who lost access because of it, and which constrained settlement surface must answer later?

The docket prevents a certified caption, sponsor-safe caption, fan relay overlay, or false-clean caption from becoming free broadcast reach. Access is a route-bearing surface, not flavor text.

Card promise

A caption reliance row must keep four things visible:

1. the source caption row or explicit absence;
2. the relying access/public/sponsor/management reader;
3. the excluded or harmed reader;
4. the constrained settlement surface that will be spent, withheld, split, or defaulted.

Required visible absences

The docket must record explicit absence instead of hiding:

• no source caption row;
• no access reader receipt;
• no caption operator;
• no proof that the caption was available at air;
• no constrained refund, correction, proof, makegood, or route-access surface;
• no future route reader.

Absence is allowed only when it creates playable risk such as refund audit, sponsor dispute, lawful rehearing, operator exposure, route block, or recovery-only state.

Play constraints

• The docket enters only from state pressure created by a caption reliance claim, not from fixed turn count, day/week interval, chapter quota, content count, dashboard state, or lens health.
• It must name one relying reader and one excluded/harmed reader or explicit absence.
• It must name one constrained surface; generic money, generic reputation, or generic accessibility pressure is not enough.
• Every accepted response must create at least one cost and one future route effect.
• The docket cannot allow a caption to satisfy access public, sponsor, archive, management, and source holder at the same time.
