Access Caption Reliance Default / 无障碍字幕信赖默认

Access Caption Reliance Default is the event that fires or arms when a caption reliance claim is hidden, falsely cleaned, or filed first by sponsor, management, archive, fan public, inspector, editor, route claimant, or caption-operator absence.

It is not a punishment for having wrong subtitles. It is the durable record that a reader relied on a caption while another reader, operator, proof surface, or constrained settlement row was missing or suppressed.

Fire or arm conditions

The event must fire or become armed when any condition is true:

• a caption is counted as access delivery without an access reader receipt;
• a sponsor reach metric uses a caption while access/public harm is hidden;
• a management report counts access reach as clean without reliance docket;
• a fan translation becomes refund basis without proof or operator state;
• an archive or inspector cites the caption while public access harm is hidden;
• a caption operator, translator, or access desk is made a silent liability holder;
• an excluded reader is omitted;
• the constrained surface is generic money, generic reputation, or not named;
• the future route reader is hidden;
• one caption reliance row satisfies every reader cleanly;
• the branch is opened from fixed turn count, day/week interval, chapter quota, raw count, dashboard state, or lens health.

Default actors

Accepted default actors:

• sponsor files caption reach as delivery;
• management files access as a clean reach metric;
• archive files a caption as lawful transcript before access reliance is resolved;
• inspector treats the caption as admissible and closes public harm;
• fan_delegate uses fan translation as refund proof without operator protection;
• editor autocleans source/caption difference;
• route_claimant unlocks a route with hidden excluded reader;
• caption_operator_absence leaves no holder, turning the operator into implied liability;
• access_public_absence marks access delivery as accepted when the access reader never appeared.

Counter effects

The default must mutate at least one relief/capture surface, one cost surface, and one future reader surface.

A default that changes only mood, budget, or generic reputation is invalid.

Recovery hooks

The event can be recovered only through visible scar:

• reopen 无障碍字幕信赖案卷;
• run 无障碍字幕信赖听证;
• refund or correct for access reader with oxygen or correction-slot cost;
• move the caption into lawful archive rehearing;
• protect the caption operator as witness;
• convert sponsor reach into makegood inventory;
• accept public-only, sponsor-only, lawful-only, blocked, or recovery-only route state.

Non-goals

• Not a generic subtitle error event.
• Not a localization QA result.
• Not a clean legal remedy.
• Not valid unless the default names actor, false claim, hidden reader, missing input, constrained surface state, and future route effect.
