Clean Ending Seizure Docket / 洁净结局扣押案卷

Clean Ending Seizure Docket is the route-asset card for a sponsor/editor/inspector clash over whether a broadcast wound may be packaged as a safe ending.

The docket exists because sponsor pressure should not merely increase sponsor_stop_loss_pressure, editor pressure should not merely increase edit_debt, and inspector pressure should not merely increase inspection_heat. When all three lean on the same proof object, the object itself must change state: usable, captured, split, quarantined, public, or false-owned.
