Faction Commitment Ledger / 派系承诺账本
A Faction Commitment Ledger is a durable management card for recording what a non-player faction has actually committed to a disputed broadcast surface.
It exists because Storyteller factions must not act like infinite-pressure scenery. A sponsor can spend escrow or naming-rights leverage, an inspector can spend seal authority, a fan public can spend oxygen solidarity, an editor can spend cutroom capacity, and an archive desk can spend custody priority. Once spent, the commitment changes future posture: a faction can be appeased, overcommitted, exhausted, embarrassed, forced into coalition, or made hostile.
Primary playable use
Assign this card when the player needs to compare faction pressure as committed leverage rather than generic threat.
The ledger is not a money purse and not a universal economy screen. It records one contested surface and the factions that have put something at risk to claim, protect, buy, audit, publish, edit, or seize it.
Creation trigger
Create or update this card when all of the following are true:
- a contested route asset, claim, ledger, docket, witness, public receipt, oxygen row, memorial right, archive seal, edit cut, or audience-stability scar exists;
- at least two non-player factions can act on that surface;
- at least one faction has made a concrete offer, lien, threat, guarantee, retainer, pledge, queue commitment, edit hold, or seizure demand;
- the player can still accept, redirect, split, freeze, expose, bait, counterfund, audit, or let the commitment fail;
- the surface has not already reached terminal settlement, terminal seizure, final public discharge, or irreversible erasure.
This card must never be created by a fixed numbered turn. It is created from live faction commitment state.

Durable states

Assignment affordances
The ledger can be assigned as:
- a contested object in a hearing where factions bid with incompatible pressure relief;
- proof that a sponsor, inspector, fan, archive, editor, or pirate faction has already spent leverage;
- a brake on repeated faction pressure from the same actor without new cost;
- an anchor for player tactics that bait overcommitment, split custody, publish counterproof, or freeze a demand.
Non-goals
- Not a global faction economy simulator.
- Not a raw money ledger.
- Not passive lore about institutional power.
- Not a fixed-turn bidding phase.
- Not a clean way to satisfy all factions.
- Not a replacement for existing oxygen, archive, settlement, or custody ledgers; it records how factions commit leverage around those surfaces.
