Que Ning Stay Notice Courier / 阙宁暂缓告知跑腿线

Que Ning Stay Notice Courier is the character storyline for a low-rank courier who makes appeal-stay scope travel through the world as fragile person-state instead of abstract legal text.

The current mesh already supports 申诉暂缓后用线, which prevents temporary stays from becoming universal clean permission. This storyline adds the missing playable relay: when the stay must be consumed by sponsor, management, archive, lawful reader, public recap, route claimant, or broadcast reality, who carried the limiting clause and what happened to that person?

阙宁 is not the verdict. She is the scar that proves whether the stay scope reached the reader.

Why this is useful now

The broadcast legality and afteruse layers are strong, but a stay can still remain too clean if later readers simply read the docket state. A scoped stay needs delivery evidence:

• a reader that received it;
• a reader that did not;
• a courier, handler, bulletin, annex, escrow, or explicit absence;
• a delivery form;
• a proof or missing proof;
• a future route effect.

Without this layer, stay reviewed risks becoming everyone was informed. This character line makes the relay recruitable, missable, capturable, hostile, and recovery-only.

Primary playable question

When a future reader tries to consume a temporary stay, does the player protect 阙宁 and serve the scope, recruit her as a narrow route asset, retain her for one relay, publish the notice, deliver it as lawful or archive-only, let sponsor/management capture the summary, suppress the delivery, or miss her entirely?

Every answer must leave the source stay visible and mutate a future reader or route.

Beat 1 — A stay exists but has not traveled

A stay, hold, pause, or non-enforcement posture is visible through 申诉暂缓后用案卷 or equivalent.

The stay protected something. It did not decide everything.

Beat 2 — A future reader asks to consume it

A downstream desk now wants the stay to authorize something:

• sponsor wants an afteruse package to keep running;
• management wants a clean metric;
• archive wants to release proof;
• lawful reader wants annex acceptance;
• public recap wants vindication wording;
• route claimant wants to block a rival claimant;
• broadcast reality wants the aired pause remembered as innocence.

Create or update 暂缓告知转运牒.

Beat 3 — 阙宁 becomes visible or explicitly absent

The relay must name the carrier or absence. 阙宁 may be visible, protected, retained, recruited, public-exposed, lawful-bound, escrow-bound, captured, suppressed, hostile, missed, or explicitly absent.

If no carrier is available, the absence is playable and costly. Absence cannot be treated as delivery.

Beat 4 — The player resolves the relay

Run 暂缓告知转运. The rite must assign delivery form, served reader, omitted reader, proof or absence, carrier state after, stay state after, and future route effect.

Beat 5 — Future readers inherit the scar

A valid branch changes later acceptance. Sponsor, public, lawful, archive, management, route asset, and broadcast reality must read the relay state before accepting the stay.
