Zhan Li / 展璃 — Unnamed-Victim Registrar
Zhan Li is the disaster-naming advisor who writes titles that sponsors can buy while privately preserving the individual people those titles omit. She records which harmed-person rows were included, substituted, disputed, withheld, corrected, or left explicitly absent when one commercial title is made to stand for an entire disaster.
Her source card already promises an optional encounter through Storyteller Rite 24, a route window, the failure flag storyteller_zhanli_name_sold, recruitment through naming trust and memorial debt, and a persistent route-witness role. Her dedicated storyline makes those promises replay-visible without giving her ownership of the naming contract.
Identity and authority
Zhan Li is a provenance registrar and anti-brand-substitution witness. She can:
- preserve one harmed-person name row or its explicit absence;
- identify the stated source of a name, correction, withholding, or refusal;
- show which person rows a commercial disaster title includes or omits;
- attach a missing-name rider without authoring an official disaster title;
- record a claimant-owned correction without speaking for that claimant;
- deliver the scoped register to one named future reader.
She cannot:
- assign or change the official disaster title;
- own, sell, or transfer the disaster-naming contract;
- decide a victim’s legal identity, personhood, or death;
- consent for a victim, claimant, family, artist, or audience;
- license voice, likeness, archive, memorial, or broadcast reuse;
- sign archive or memorial custody;
- grant or execute a continuity lease;
- turn one commercial title into a universal name for every harmed person.
Name custody is provenance, not ownership of a person or their memory.
Source position
- Rite 22 creates the safe archive version required by the naming offer.
- Rite 23 secures the fan archive signature used as source context, not proxy consent.
- Rite 24 gains the actual card-storyteller-zhan-li card, opens the commercial naming contract, and exposes the disaster-title/person-name gap.
- storyteller-event-21-artists-refuse-archive records the artists’ archive answer. That answer never becomes victim, claimant, or family consent.

Narrow route asset
Only recruit_protected_unnamed_victim_registrar creates route_asset.zhan_li_unnamed_victim_registrar.
The route asset may authenticate one person-name row, its provenance, its claimant readback, and one anti-brand-substitution comparison. It cannot change disaster_naming_control, continuity_authority, continuity_hazard, or remainder_risk, and cannot grant any official naming, contract, identity, consent, voice, archive, memorial, lease, or universal naming authority.
Adjacent roles
- Turn 31 Disaster Naming and Continuity Lease governs who controls the commercial title, continuity lease, and remainder risk. Zhan Li does not own those controls.
- Archive and Memorial Claims governs claimant, subject, artifact, refusal, and memorial/archive disposition. Zhan Li supplies no custody or consent.
- Memorial Rights Contempt governs memorial ownership, signatory authority, and refusal conflict. A preserved name row is not a memorial license.
- Program-credit, errata, archive-index, label, and memorial-air afteruse lanes may consume a completed name-row receipt, but they cannot create Zhan Li’s source register or person-state.

- Commercial disaster title is not victim identity.
- A fan archive signature is not claimant, family, victim, or artist consent.
- A claimant correction belongs to the claimant, not Zhan Li.
- An unnamed or withheld row is not permission to erase the person.
- A name register is not voice, archive, or memorial custody.
- Recruitment is not official naming authority or universal route naming.
