Cross-Desk Precedent Recall / 跨台前例召回机制

Cross-Desk Precedent Recall is the institutional-memory mechanism for the moment when one desk cites an older scoped result as policy for a different current case.

The mechanism exists because Storyteller now has many excellent local consequence surfaces: oxygen foreclosure, sponsor afteruse, appeal residue, reader collision, scar convergence, provenance afterlife, live-floor load, and management compression. Those systems preserve scars locally. The next risk is that archive, sponsor, management, inspection, schedule, route, edit, floor, public, or broadcast-reality desks later remember only the useful part and file it as a general rule.

This mechanism asks: when a prior exception becomes precedent, who scopes it before the institution turns it into a false universal policy?

The mechanism is implemented through 前例召回案卷, 前例范围听证, and 前例越权默认.

Mechanism promise

A prior result can be remembered. It cannot become clean doctrine unless the current use preserves:

• source precedent id or explicit absence;
• issuing desk;
• original fact pattern;
• original ruling, exception, stay, collar, split, quarantine, or default;
• original protected reader;
• source scar or cost;
• nonbinding boundary;
• recalling desk;
• current case id;
• claimed match basis;
• changed fact or explicit absence;
• bound reader;
• excluded or harmed reader;
• future policy effect.

The mechanism fails if a prior ruling, exception, makegood, stay, quarantine, split, crew compromise, or provenance copy can become policy_ok for every future desk.

The trigger is the attempted policy use, not the age of the source, number of source rows, or chapter progress.

Integration rules

• With 呼吸追缴扣押线, a stay or foreclosure result can be cited later only with its original reader, claim basis, and protection surface.
• With 赞助后用引证线, a sponsor object cannot become policy for all future readers unless scope and excluded readers are preserved.
• With 申诉残留分流线, a one-use residue cannot become reusable doctrine without spend limit and new notice.
• With 裁定读者冲突线, a scoped reader result cannot erase the excluded reader in later policy.
• With 伤痕汇流台线, a scarred stabilizer cannot become institutional policy without current-use conflict and future cost.
• With 经营压缩台, a captured metric cannot become management doctrine without source debt.
• With 播出资产来源后生线, one derivative copy cannot become universal future proof.
• With 直播现场班组负荷线, a skeleton or coerced floor solution cannot become staffing precedent without captain or public safety scope.
