Off-Station Person/Property Transfer Custody / 站外人身失物换乘羁押机制

Off-Station Person/Property Transfer Custody tracks one D-17 transfer row before a company, inspector, public hearing, station desk, named subject, or recovery route consumes it. It asks who wrote the row, where it departed, where it was meant to arrive, which label reclassified the subject, who received it, and whether acknowledgement or refusal survived.

Off-Station Transfer Custody Readback is the system-facing continuation: it keeps the selected transfer state and future-reader obligation visible after Lan Qiao’s own character disposition has resolved.

The mechanism never decides personhood, owns a voiceprint, authors consent or refusal, grants K-404 protocol authority, produces Huo Qian testimony, validates Shen Mansheng custody, or opens the station. Transfer evidence proves a transfer chain and its gaps only.

Refusal rule

honor_transfer_refusal_and_stop_handoff is choice 4. The named subject’s refusal is a result recorded in the docket field subject_acknowledgement_or_refusal_or_explicit_absence. It is not a separate assigned card, and Lan Qiao does not author it. The branch stops the current handoff and requires fresh subject acknowledgement for future use.

Lost-and-Found Label Afteruse boundary

Lost-and-Found Label Afteruse Receipt begins after one object label already exists and a later reader tries to cite that label outside its original scope. It governs later citation and consumption of that object label.

This mechanism begins at the source person-to-property reclassification and transfer itself. It preserves the named subject or absence, authoring branch, origin gate, departure gate, receiving gate, terminal access, handoff receipt, and receiving custodian. An afteruse label cannot reconstruct those missing source fields, and a complete Lan Qiao transfer row does not grant later afteruse authority over an object label. The two dockets may cite one another as evidence, but neither substitutes for the other.

Future-reader rule

A future reader must consume the exact transfer_state_after and future_reader_effect:

• recruited custody requires named origin, gate, receiver, and custodian;
• person-first rows still require an independent personhood reader;
• escrowed rows require a lawful reclassification hearing;
• published rows require a public transfer receipt;
• refusal requires fresh subject acknowledgement;
• company capture is company-only evidence, not lawful custody;
• hostility produces countertestimony;
• a scrubbed shift log is recovery-only.

No future reader may treat silence or a missing row as clean authority.

Only branch 0, recruit_protected_transfer_list_witness, currently materializes a downstream consumer. It sets offstation_receiving_gate.parent.protected_named_transfer_ready; the receiving-gate packet then reuses the source transfer schedule, terminal access log, receiving-custody receipt, and named future reader alongside four child-produced counterreceipt cards. It neither recruits Lan Qiao again nor implies an implemented consumer for branches 1 through 7.

Durable failure

Lan Qiao Shift-End Default preserves the missing actual witness, scrubbed transfer list, unknown receiving custodian, increased station alarm and lost-property debt, reduced transfer trust, and recovery-only future. Recovery must reopen the evidence gap; it cannot silently restore recruitment.
