This review resolves Lan Qiao and one D-17 transfer row before a named subject, station desk, inspector, company claimant, public hearing, or recovery route consumes the record. It determines transfer evidence and future citation posture only.

Choice 0, recruit_protected_transfer_list_witness, uniquely sets offstation_receiving_gate.parent.protected_named_transfer_ready and produces the four child evidence cards for the Off-Station Receiving-Gate Counterreceipt Review. That child consumes the already-resolved protected transfer; it does not rerun this rite, reassign or recruit Lan Qiao, or open from choices 1 through 7.

Recruitment sets route_asset.lan_qiao_offstation_transfer_clerk and preserves named transfer custody. It does not grant any broader authority. Refusal stops the handoff and requires fresh acknowledgement. Suppression removes the actual card and creates hostile countertestimony. The final branch removes the card, sets storyteller_lanqiao_shift_ended, arms Lan Qiao Shift-End Default, and makes future play recovery-only.
