Shen Luo Consent Clause Negotiation is an assignable management rite for rows on 沈洛折叠同意案卷. It turns legal packaging into a risky character choice instead of a passive pressure reducer.

The player is not choosing whether law exists. The player chooses whether沈洛 becomes a protective manager, sponsor broker, refusal witness, missed route, or future hostile witness.

State-triggered availability

Offer this rite when all are true:

1. a folded consent docket row is live;
2. at least one contract package can relieve immediate pressure;
3. the row has visible consent, refusal, proxy, memory refusal, voice/body split, or explicit absence state; 4.沈洛 can be seated, bypassed, or opposed;
4. a future route effect can mutate.

Never offer this rite from fixed turn count, day count, chapter quota, raw content volume, or lens-health status.

The rite fails its purpose if accepted_cost is empty, if consent/refusal is implied but not visible, or if future route effect is unchanged.
