Stabilization Liability Handoff / 稳定化责任交接

Stabilization Liability Handoff is the management rite that decides who carries the cost of a scoped readback, callback-bearing relief, or successful stabilization before that cost becomes invisible.

It consumes 稳定化责任票据 and routes the ticket into underwriting, recourse, collection release, proxy posture, public or fan bond, production triage, or explicit recall.

The rite prevents the pattern where a readback, callback, audience, drift, edit, release, or public receipt branch succeeds locally, pays one counter cost, and then disappears from future play.

Offer conditions

Offer this rite when all are true:

1. a stabilization liability ticket exists or can be derived from a source branch;
2. the source branch names a scoped, callback-bearing, stabilized, or recovery-only object;
3. the ticket names beneficiary, harmed or owed claimant, carrier candidate or explicit absence, maturity trigger, scar, and future route effect;
4. at least one downstream sink or explicit absence can accept the cost;
5. at least two claimant surfaces can dispute the handoff, or one claimant plus one explicit absence can create recovery-only risk;
6. resolution can mutate route access, proof custody, public legitimacy, reader scope, callback debt, schedule pressure, facility access, proxy posture, faction posture, or broadcast reality.

The rite is never offered from fixed timing, raw counts, dashboard state, or lens-health state.

No faction or proxy accepts the cost, so production carries it as lane scar, handler fatigue, route delay, slot compression, callback debt, or unstaffed ticket risk.

The player refuses to assign the cost, hides the omitted claimant, hides the owed reader, marks the scoped/callback/stabilized result clean, or lacks a credible carrier.

The rite fails if it records only success, paid, accepted, handled, or pressure lowered.

Default emission

Emit or record 稳定化债务召回 when:

• the ticket has no carrier;
• the omitted claimant challenges the source result;
• the owed reader calls a callback;
• a current reader challenges old scope;
• the selected carrier rejects the cost;
• a clean patch is marked final with no maturity trigger;
• a proxy carrier breaks before protection is posted;
• the player routes the ticket to recourse or release without a collectible target or scar;
• the player tries to make a scoped or callback-bearing source clean.

Non-goals

• Not an upkeep phase.
• Not fixed timing.
• Not a general budget action.
• Not a replacement for readback, callback, underwriting, recourse, release, proxy posture, custody, or production triage.
• Not valid unless it mutates ticket, carrier, harmed or owed claimant, handoff state, scar, and future route effect.
