Liability Underwriting Ledger / 责任承保账本
Liability Underwriting Ledger is a durable management card for turning broadcast-reality exposure into scarce collateral.
It is not a wallet, score track, or generic budget pool. It records which future harm has been guaranteed, who promises to absorb the call, what collateral is tied up, which claimant is excluded, and what happens when the broadcast version being underwritten is later contradicted.
When this card appears
Create or update this card when all of the following are true:
- a public version, settlement, apology, edit, archive order, oxygen claim, witness protection row, clean-ending package, or route-asset ruling has created a future liability exposure;
- at least one faction wants the exposure guaranteed, excluded, delayed, insured, or quietly shifted;
- the producer can post or refuse a concrete reserve: money, schedule slot, edit capacity, inspector surety, sponsor escrow, fan oxygen pool, public receipt, route asset, handler availability, legal seal, or equivalent scarce collateral;
- the guaranteed surface can later be called, breached, contradicted, seized, or recovered.
Entry is state-driven. This card must never appear because a numbered turn was reached.

Play hooks
- A posted row can lower one immediate pressure only if it ties up a visible future resource.
- A split row can keep two claimant routes alive, but must raise ambiguity or later call risk.
- A called row must mutate a route, asset, person, faction posture, or schedule scar; it cannot be a silent accounting loss.
- A fraudulent row should give short-term relief while making the next contradiction harsher.
- A released row must show who accepted the discharge and who remains omitted.
Miss and default
The card is missable when the player treats drift, settlement, contrition, sponsor relief, witness protection, or route custody as already paid for without naming collateral.
Default outcomes include:

Evidence expectation
Any replay using this card should expose the ledger row before and after resolution, including the selected guarantor, collateral state, omitted claimant, counter deltas, and future route effect.
