Substitute Carrier Requisition / 替代承载征调线
Substitute Carrier Requisition is the pressure line that opens after a collision, discharge refusal, consent-debt handoff, witness payroll gap, or live-floor lane proves the original carrier cannot honestly carry the next service.
The current mesh can already say: one witness, delegate, proof window, runner, route asset, public receipt, lawful annex, editor mask, or producer-license burden cannot serve every reader. This storyline answers the next production question: what substitute body, desk, proof bridge, or route asset is actually requisitioned, what does it fit, and what harm appears if the substitute is miscast?
It is not a hiring queue, a staff-count target, or a filler route generator. It is a state-triggered requisition for one contested service row.

Primary playable question
When a required carrier is no longer clean, does the player:
- requisition a low-rank runner or clerk;
- ask a named witness or delegate to carry a narrower service;
- use a lawful annex or public receipt as a substitute proof bridge;
- mask or pirate-relay the service through media;
- buy a sponsor or management substitute;
- delay the row and preserve absence;
- or let the desk miscast the substitute and harden a false clean claim?
Each answer must leave the source row legible. A substitute is not the original. A substitute is not clean for every reader.

Candidate substitute classes
A requisition may propose one or more candidate substitutes:

No candidate can satisfy every reader unless the original row already allowed that scope and the future consumer accepts the substituted form with cost.
Branch model
Branch A — Fit-tested substitute
The player names the selected row, candidate, proof fit, handler, price, and future consumer. The result can proceed only for a named scope.
Expected outcomes:

- at least one relief surface improves;
- at least one cost surface rises;
- the future consumer reads the substitute scope.
Branch B — Narrow public or lawful substitute
The player accepts that public proof is not lawful proof, or lawful proof is not public proof.
Expected outcomes:

- the substitute does not count as universal consent.
Branch C — Media substitute
The player assigns Baiya or Pirate Frequency Child Voice style capacity to mask, relay, or split the service.
Expected outcomes:
- witness or source harm may fall;
- edit debt, relay custody risk, source ambiguity, or inspection heat rises;
- the future reader treats the result as masked, pirate-public, split, or contradiction-pending.
Branch D — Sponsor or management proxy
The player lets a sponsor, management desk, or producer-license burden carry the missing service.
Expected outcomes:
- immediate schedule or liability pressure may fall;
- contract capture, public distrust, fan resentment, future blackmail, or metric capture rises;
- the result is sponsor-only or management-only until unwound.
Branch E — Preserve absence
The player refuses the false substitute and records the carrier absence, discharge refusal, quarantine, or row delay.
Expected outcomes:
- false clean service is blocked;
- route or slot becomes costlier, narrower, blocked, quarantine-required, or recovery-only;
- future reader receives honest absence rather than counterfeit capacity.
Branch F — Miscast default
The desk files a substitute that lacks fit, proof, consent, scope, or future reader acceptance.
Expected outcomes:
- false clean substitute hardens;
- the original carrier scar or source row is hidden;
- the harmed reader becomes hostile, blocked, recovery-only, or contradiction-pending;
- the default event must mutate future play.

Missability and recovery
This storyline is missable when the player accepts a false clean substitute, hides the original scope limit, lets the sponsor proxy file first, or uses absence as if it were service.
Recovery is possible only through a later row that reads the substitute scar. Recovery cannot transform a miscast substitute into original clean service; it can only narrow, disclose, replace, quarantine, or convert the service into a different reader scope.
Non-goals
- Not a staff-market simulator.
- Not a global hiring or crew-count system.
- Not a fixed maintenance phase.
- Not a turn-count, day-count, chapter-count, dashboard, or lens-health trigger.
- Not a universal undo for carrier collision or witness discharge.
- Not a filler card source.
