Ming Ke Board-Order Witness / 鸣柯董事会到件顺序见证人
鸣柯替韩砚霜送审计章，也替第七穹顶把案卷从“已签收”送到“第一个被董事会读到”。他知道哪一份案卷几点离开白手套办公室、几点抵达董事会门口、排在第几位，以及哪一份被挤到后面或根本没有出现。
他的证词只回答到件顺序。先到不等于更真，先读不等于批准，拿过审计章也不等于拥有韩砚霜的权限。
Source entry
The source card is card-storyteller-ming-ke. storyteller-rite-21-continuity-docket is the actual encounter because it already requires card-storyteller-audit-seal and gains card-storyteller-continuity-docket. Completing it now also gains Ming Ke, the board-order docket, and the named reader, then opens Ming Ke Board-Order Review.
storyteller-rite-22-three-safe-versions is the deadline. If the player drafts the safe archive before recording a Ming Ke disposition, Ming Ke Docket-Priority Default removes him and leaves recovery-only evidence.

Only the first state is recruitment. The second is a constructive, independent non-recruit outcome.
What Ming Ke can prove
- which audit seal and continuity docket were handed off;
- dispatch time and Seventh Dome arrival time;
- board queue position and the rule used to select the first-read docket;
- which docket was displaced, later, or explicitly absent;
- which named later reader inherits the order dispute.
What Ming Ke cannot prove
- which archive version is true, correct, admissible, or officially preferred;
- board approval, agenda-setting power, legal priority, or signature authority;
- archive or memorial custody, company access, consent, identity, or personhood;
- first custody, first lawful reader, universal delivery permission, or continuity rewrite;
- that an audit seal, arrival timestamp, or route asset is clean proof.
Adjacent lanes
- Que Ning governs service to intended and omitted readers; Ming Ke does not serve a stay.
- Lan Qiao governs a named origin-to-receiver transfer; Ming Ke does not decide custody or lawful receiving.
- Proof-Board Snapshot Custody governs later snapshot custody; Ming Ke preserves only the source board-arrival sequence.
- Existing archive-continuity lanes decide what versions can be filed or disputed. Ming Ke cannot make a first-arriving version authoritative.
