Class Representative Mandate Review / 集体代表委任复核

Class Representative Mandate Review is the assignable rite that resolves a 集体代表委任案卷.

The player uses this rite when an old representative authority is being reused after the representative, delegate, witness, operator, or petitioner has changed state. The rite must make the new mandate explicit instead of letting the fastest desk treat old representation as ongoing consent.

The rite fails if sponsor money, public sympathy, lawful seal, management urgency, archive copy, or a famous handler resolves mandate drift without filling these slots or recording explicit absence.
